It's Budget Season!


To reflect the needs of the Town and the abilities of staff to be successful in the upcoming year.
What the town should invest in for future success.
Projects such as Thompsonville Revitalization, CT River Access and Riverfront Recapture, Transit Center, Community Center, and facility improvements will all take a significant amount of community and Town investment, both in money and human capital, making Enfield a town of the future.
The Town Manager's Office prepares an annual budget for the Town Council to review and adopt at the end of the fiscal year. The Assistant Town Managers and the Finance Director work closely with the Town Manager for several months in order to first present Council with the Proposed Budget.

Town Budget VS. Capital Improvements Plan
The Town Budget is the operating plan for the entire fiscal year, running from July 1 to June 30.The Operating Budget is the portion of the budget dedicated to the ongoing operations of the town, while the Capital Improvements Plan (CIP) is the portion of the budget for major capital projects.

Budgetary Goals
It is the goal of the Town Manager to maximize the resources of the Town of Enfield by identifying cost saving measures and making improvements to the budget process each year. Consideration is also taken for any amendments to the budget that will be necessary throughout the year.

The Department of Public Works strives to provide our customers with the highest quality services at a competitive cost to the taxpayers. While being committed to the highest standards of safety, integrity, excellence, and performance in dealing with residents and visitors, their Mission is simple: be the best at identifying, qualifying and delivering top talent for residents, while enhancing the careers of their employees.

The Department is split into 8 divisions- DPW Administration, Custodial Service/Maintenance, Buildings and Grounds Maintenance, Refuse and Resource Management, Highway Maintenance, Equipment Maintenance (Fleet), DPW Administration and Engineering-Each with specific functions that keep our town and our citizens in tip top shape.

Custodial Mission: To deliver Custodial Service that provides an exceptionally clean and sanitary environment for Town staff, students, faculty, and visitors to Town owned buildings. The Building and Grounds Maintenance Division is responsible for the care and upkeep of 12 town buildings and outside grounds including preventative maintenance on heating and air conditioning units.

Buildings and Grounds Mission: To provide a safe, clean, and attractive environment in and on all Town-owned buildings and properties. The Building and Grounds Maintenance Division is responsible for the care and upkeep of 12 town buildings and outside grounds including preventative maintenance on heating and air conditioning units. The division also maintains and services all of its equipment with the exception of plated vehicles.

Refuse and Resource Management Mission: To provide our residents with exceptional waste collection, recycling and disposal services that protect, preserve and improve our environment and the quality of life in the community we serve. The Refuse and Resource Management Division is responsible for the collection and disposal of trash and recyclables.

Highway Mission: To provide the highest quality of public service to the residents, businesses, and visitors of the Town of Enfield, in the most cost-efficient manner. These services include snow and ice removal, storm water drainage, maintenance of public roadways, as well as the maintenance of the Town's public trees. The Highway Maintenance Division is responsible for maintaining approximately 180 miles of town owned roadway.

Engineering
The Department of Public Works Engineering Office is responsible for managing the design and construction of all ROADS Referendum projects, Capital Improvement Program, issuing right-of-way permits for all activities within the Town's right-of-way, plan review for Development Services and developing annual and long term schedules for surface treatments on Town streets
  
Water Pollution Control Mission: Our mission is to protect public health and the environment for our communities by providing high-quality wastewater-treatment services in an effective, efficient, and responsive manner. The Enfield Water Pollution Control Division is responsible for the efficient removal of pollutants from wastewater generated by the residents and businesses in Enfield

GENERAL STATEMENT OF DUTIES: Responsible for transporting the general public including senior citizens and handicapped persons by bus and other Town vehicles.

SUPERVISION RECEIVED: Works under the direction of the Bus Coordinator.

SUPERVISION EXERCISED: None

ESSENTIAL JOB FUNCTIONS: Regular and punctual attendance; drives a variety of Town vehicles primarily bus; operates two-way radio/cell phone; collects fees; responsible for the cleanliness of the vehicles; responsible for bringing vehicle in for maintenance.

EXPERIENCE AND TRAINING: Possession of valid CDL license Class B with P and F endorsements prior experience as a driver.

Yard Waste Pickup Resumes


Please remember that yard waste MUST be in the brown
yard waste tipper barrels. Barrels should be placed curbside by 7 am on Fridays.
Bags will only be picked up in November during leaf season. Tipper barrels may
be purchased for $60 at the Public Works Department, 40 Moody Road, Monday
through Friday 8 am – 3:30 pm. You may also purchase a yard waste tipper tag
for $12.50 for gray barrels which may be used in addition to a brown barrel.

Enfield EMS and the Senior Center Team Up!


Enfield EMS continues to reach out to community members about the importance of learning CPR. 

The facts are that for children 5 years old and younger, choking is the number one cause of death, which is a scary fact for any grandparent to hear. The confidence that comes with a CPR certification is priceless.

If one were to come upon a friend whose breathing or heart has stopped,  the most effective way to save that person's life is to start with CPR immediately.  Not to mention that the more people in an area that know CPR the better.  The process can be tiring and multiple people may need to switch off, employing a team effort until the ambulance (which could take minutes) arrives.

Enfield EMS was recently invited to teach CPR at the Enfield Senior Center!  All participants were eager to learn, and we had fun sharing our CPR tips and tricks with the group!  The next class at the Senior Center is scheduled for July 27th.  Visit the Senior Center and reserve your spot! 

IT-Making Our Lives a Little Easier

The Information Technology Department is working with school system on an ongoing basis!  The Hazardville Memorial Computer lab has been reconfigured so teachers and students have easier access to each other.  Several other computer labs will be reconfigured as well.  IT and the Enfield Public Schools are taking advantage of the wireless setups and providing a highly available, easy to use and secure network for all students!

Bus Trip to NYC

Town Wide Street Sweeping

The Town of Enfield Public Works Department will begin street sweeping on Monday, March 28th, and should be completed by Friday, June 10th, weather permitting. Street sweeping will begin on the north side of town starting in the lake areas. The downtown area from Sanford to N. Main is scheduled to be swept from Monday, April 18th through Friday, April 22nd.  The downtown area from N. Main to Franklin is scheduled to be swept from Monday, April 25th through Friday, April 29th.  To make this effort as efficient as possible, we ask residents to avoid on-street parking from 7:00 a.m. to 3:00 p.m. when DPW crews are sweeping in your area.  For further information, please call (860) 763-7527.  Updates will be posted on Twitter @EnfieldDPW as well as the town’s website http://www.enfield-ct.gov/306/Public-Works.
