Type Procedures
Bazaar and Raffle Permit Approval by the Chief of Police is needed before the application is sent to the Connecticut Department of Special Revenue. Special Revenue approves and issues the permit. The fee depends on the length of time and value of the prizes being used.
Billiards and Pool Room Permit Requires a record check completed locally and the signature of the Chief of Police.
Bingo Permit Requires a record check completed locally and the signature of the Chief of Police before the process is completed by the Connecticut Department of Special Revenue.
Building Permit Required to construct, enlarge, or alter a structure. See Building Permit Fee Schedules PDF. Contact the Chief Building Official, James D. Taylor (860) 253-6370.
Certificate of Appropriateness Required when any changes, alterations, additions, fences, pools, etc. are done on any property in the Historic District on Enfield Street. There is no fee and a meeting will be held 2-3 weeks after submittal. Contact the Planning Department for details - Director of Planning, Jose Giner (860) 253-6356.
Certificate of Occupancy Required before moving into a new or altered structure and for business occupancies. See Building Permit Fee Schedules PDF. Contact the Chief Building Official, James D. Taylor (860) 253-6370. Permit Applications
Certificate of Suitability Required for new or used car dealers, gas stations, limited and repairer's licenses, and motor vehicle junk dealers. May require a Public Hearing. The fee is $135.00 plus a $30.00 refundable sign deposit. Contact the Planning Department - Director of Planning, Jose Giner (860) 253-6356.
Demolition Permits Required to demolish a structure. See Building Permit Fee Schedules PDF. Contact the Chief Building Official, James D. Taylor (860) 253-6370.
Dog Licenses Available in the Office of the Town Clerk (860) 253-6440.
Excavation Permits Required for any work proposed within a Town right-of-way. The fee is $10.00. Contact the Public Works Department for bonding and insurance requirements. Assistant Town Engineer John Cabibbo (860) 253-6363.
Fishing/Hunting/Trappping Licenses Required in the State of Connecticut. Contact the Office of the Town Clerk (860) 253-6440.
Home Occupation Permit Required for any home occupation. Contact the Planning Department for the type of business allowed. The permit is issued by the Zoning Enforcement Officer, (860) 253-6368. For permit fees, please see Zoning Permit Fees under Planning and Zoning.
Inland Wetlands Permit Required when any filling, grading, building, or clearing is proposed in an open watercourse, or wetlands area. A Public Hearing may be needed. Requirements and Application are available in the Planning Department. The base fee is $150.00.
Marriage License Required to marry in the State of Connecticut. License must be applied for in the town in which the marriage takes place. The fee is $30.00 and there are numerous statutory guidelines. Contact the Office of the Town Clerk (860) 253-6440.
Mechanical Permit Required to alter or install an electrical, HVAC, plumbing, or fire suppression system. See Building Permit Fee Schedules PDF. Contact the Chief Building Official, James D. Taylor (860) 253-6370. Permit Applications
Modification to a Site Plan Required to alter any conditions of approval from a previously approved site plan. Fee ranges from $60.00 to $110.00. Contact Jose Giner (860) 253-6356.
Moving a Building Required before moving a building. See Building Permit Fee Schedules PDF. Contact the Chief Building Official, James D. Taylor (860) 253-6370.
Open Lot Sales Permit Required for any outdoor sales of goods, plants, Christmas trees, etc. Location is restricted to Business General zone. A letter from the property owner is required. Contact (860) 253-6368.
Pistol Permit

Following are the requirements to obtain a Temporary State Pistol Permit:

  • You must complete an NRA-Certified Firearms Safety Course (which includes live fire) conducted by an NRA-Certified Instructor within one (1) year of submitting a pistol permit application.
     
  • Bring your original NRA Certificate and two (2) forms of identification to the Enfield Police Records Division @ 293 Elm Street, between the hours of 8 AM - 3:30 PM, Monday - Friday, where you will complete the application.
     
  • Bring three (3) SEPARATE Personal Checks or Money Orders or Bank Checks made payable to:
    • $70 -- 'Town of Enfield' (Temporary State Permit Fee)
    • $50 -- 'Treasurer, State of CT' (State Background Fee)
    • $16.50 -- 'Treasurer, State of CT' (FBI Background Fee)

Approximately eight (8) weeks from the date of application, you will be issued a Temporary State Pistol Permit which is valid for 60 days. You will then go to the Department of Public Safety, 1111 Country Club Road, Middletown, to obtain your five (5) year pistol permit.

Precious Metals Permit

Following are the requirements to obtain a Precious Metals and Stones Permit:
 

  • Required to buy and/or sell precious metals and stones. Each person buying and/or selling must have a permit. This permit expires one (1) year from the date of issue and is valid only in the Town of Enfield.
     
  • Bring one (1) form of identification (preferably driver’s license) to the Enfield Police Records Division @ 293 Elm Street, between the hours of 8 AM – 3:30 PM, Monday – Friday, where you will complete the application.
     
  • Bring three (3) SEPARATE Personal Checks or Money Orders or Bank Checks made payable to:
    • $10 – “Town of Enfield” (New/Renewal Permit Fee)
    • $50 – “Treasurer State of CT” (State Background Fee)
    • $16.50 – “Treasurer State of CT” (FBI/Federal Background Fee)
       

Approximately eight (8) weeks from the date of application, you will be issued a Precious Metals and Stones Permit which is valid for one (1) year only in the Town of Enfield.

Sign Permit Required for any new, replacement, or temporary sign, freestanding or wall style. The fee is typically $25.00 per sign, but may vary. Permit is usually issued within one week. A building permit may also be required. Contact Virginia Higley (860) 253-6368.
Site Plan Review Required for any change of use, facade, parking, new construction, etc., typically in a non-residential zone. Fee is $85.00 to $185.00 depending on acreage and zone. There is a $30.00 refundable sign deposit. Contact Jose Giner (860) 253-6356.
Special User Permit Required for any change of use, facade, parking, new construction, PRD, division of merged lots, liquor, etc. which requires a Public Hearing. Fee is $135.00 to $235.00 depending on acreage and zone. Contact Jose Giner (860) 253-6356.
Subdivision Permit Required for the division of any land, except first cuts. The fee is $50.00 for two lots, $25.00 for each additional lot, and a $30.00 refundable sign deposit. A Public Hearing is required. Contact Jose Giner (860) 253-6356.
Temporary Liquor Permit Requires a record check completed locally, the signature of the Chief of Police and the process is completed by the Connecticut Liquor Control Commission.
Transfer Station See Transfer Station Permit Information
Variance/Special Exception Required for any requested alteration to the Zoning Ordinance criteria which creates a hardship. The fee is $70.00 in a residential zone, $135.00 in non-residential zones, and a $30.00 refundable sign deposit. Contact Virginia Higley (860) 253-6368.
Vendors Permit Required to sell groceries, provisions, fruits, goods, wares or other merchandise on public streets or house to house within the town. Does not apply to sales by farmers or gardeners of products produced on their farms and gardens or to fish vendors. Requires a record check completed locally and fingerprints from Police Headquarters. The permit is issued by the Town Clerk and the fee is $25.00 per year. Special use permits must be filed with the Planning Department.
