CT Water WICA Projects, Enfield - 2010 Update
Update 2/1/2010
Lafayette Street. Alden Ave. Jim Street Water Main Replacement
Project work will resume in April and is anticipated to be complete my mid May 2010. Restoration of sidewalks, curb and other property may begin sooner weather permitting, Jim Street work is complete. One connection on Lafayette at the intersection of Lafayette and Union Street is required and CT Water is working with the Town to resolve an issue with a leaking sewer main that needs to be resolved to allow for this connection. CT Water has met with Public Works and Engineering to formulate a solution. Additional work on Alden includes tie over of existing mains on side streets to new main on Alden Ave and the abandonment of the old main on Alden Ave. One section of temporary paving remains on Alden Ave between the Enfield Food Shelf and Hartford Ave. This section will be permanently paved as soon as the paving plants open in the spring. CT Water and Folsom Construction have reviewed options to make this section more travel friendly in the interim but feel that disruption to the structural integrity of what is currently in place creates potential of worsening conditions.
High Street. Prospect Street, Main Street Water Main Replacement
Project work will resume in April and is anticipated to be complete on High St and Prospect St by mid May and mid June on Main Street. Work remaining for spring of 2010 includes tie overs of some existing side streets to the new water main, installation of water main on the Main Street portion of project, abandonment of the old water mains and permanent paving of trenches.
Any issues regarding the construction or paving should be directed to Chris Wojciak at the Connecticut Water Company (860-623-3355 ext. 3340). Contactors on both projects are regularly monitoring trench paving and are set up to make temporary repairs with cold patch.
Update 12/21/2009
Lafayette Street, Alden Ave, Jim Street Water Main Replacement
Project work has been completed for 2009. New water main and hydrants are in service on Lafayette Street, Alden Ave and Jim Street. Services are tied over to new mains. Lafayette, Jim, and portions of Alden are permanently paved. Remaining construction will be scheduled for spring of 2010. This work includes connection of existing main on Union Street to new main on Lafayette Street. There is an issue with leaking sewer main that needs to be resolved to allow for this connection. CT Water has met with Public Works and Engineering to formulate a solution. Customers on Lafayette, Alden and Jim were notified of construction with a letter from Connecticut Water sent August 17th, 2009. This letter outlined the project and gave an estimate of 3 months to complete the project. Additionally, customers were notified with door tags of any scheduled shutdown at least 24 hours in advance where possible. Connecticut Water required that the contractor use Town police for traffic control on the project. Fire officials were also updated on a regular basis regarding shut downs and project progress.

Construction activity will be complete for 2009 on December 23rd. New water main on High Street and Prospect Street as well as hydrants are in service. Services on High and Prospect have been connected to the new water main. Trenches have been temporary paved. Work remaining for spring of 2010 includes tie overs of some existing side streets to the new water main, installation of water main on the Main Street portion of project, abandonment of the old water mains and permanent paving of trenches.
Customers on High Street, Prospect Street and Main Street were notified of construction with phone call from CT Water on October 23, 2009. This notice included road closure and general project information. This notice was also forwarded to the Town for inclusion on the Town website. Customers were also notified with door tags for any scheduled shutdown at least 24 hours in advance. CT Water set up a preconstruction meeting with the Town on October 22nd to resolve any questions or concerns prior to construction. CT Water required that Town police be used for traffic control and fire officials have been updated regarding shut downs and project progress.
CT Water required that both contractors for these projects hire Town police to provide traffic control for all construction activity. We stipulate that at least one lane of traffic is to be maintained for emergency vehicles and local traffic. However, due to the nature of the construction activity and existing field conditions, instances occur where traffic may have to be detoured or held up for short periods of time. Making provisions for such cases is difficult due to a number of unforeseen factors. |
