Absentee Ballots

Prior to elections and referenda, absentee ballots are available to qualified registered voters at the Town Clerk’s office (e-mail the Town Clerk). An application for an absentee ballot will be mailed to you upon request. Please call 253-6440.

Accident Reports - Automobile

Most insurance companies require that their policyholder obtain a copy of the police report on personal injury or damage exceeding $1,000. Each incident is given a case number at the scene. Accident information may be obtained from the Enfield Police Department, located at 293 Elm Street, Enfield, CT in the following manner.

1.      You must wait at least 72 hours for clearing of paperwork (72 hours excludes weekends and holidays).

2.      Records Room hours are Monday through Friday, from 8:00 a.m. to 3:30 p.m. A certified copy of the officer's report may be purchased for $1.00, and statements for .50 per page. You may also copy the information from the report if you prefer.

3.      If you cannot come to the Police Department, you may send a self-addressed stamped envelope with payment, and a certified copy of the report will be mailed to you. If you cannot pick up a report during business hours, a copy can be requested and will be left at the front desk. Reports cannot be faxed.

Accident information will not be released by telephone under any circumstances, but you may call Records at 763-8922 to see if the report is ready to be picked up.

Adult Day Center

The Adult Day Center is located at 1A Beech Road. It can be reached at 763-7538 or e-mail the Social Services Director. Hours are Monday-Friday 8:00 a.m. - 4:00 p.m. It is a center that provides the frail elderly and physically/mentally challenged adults a place to smile and meet friends, and motivates them to join different activities.

Adult Education

Each Spring and Fall, a variety of courses are offered at Enfield High School. These courses include a program for persons over 16 years of age who wish to complete their high school education, and personal interest courses, such as photography, flower arranging and computer applications. Air Guns, Air Rifles, Bow and Arrow

Ambulance

Angelo Lamagna Activity Center

The Center houses Recreation, Youth Services, the Youth Center, Community Police and the Training Coordinator. Activities are run by the Recreation Department (253-6420) or (e-mail the Recreation Supervisor), Youth Services (253-6380) and the Youth Center (253-6426).

Animal Problems

The Animal Control Officer is located at the Public Safety Complex, 293 Elm Street. For information, please call 763-8944.

         If you need assistance with the removal of a dead animal from a town roadway, please call Dispatch Center 763-6400 extension 0.

         If you need assistance evenings and/or weekends, please call the Police Department at 763-6400.

         For dead animals on state roads, contact the Connecticut Department of Transportation at (860) 623-4473.

         For assistance with removal of a non-domesticated animal from your house or yard, contact the Fish and Wildlife Constables who can be reached by calling the Communications Center at 763-6400.

Appeal of Property Assessment and Real Property Taxes

To initiate an appeal, call the Town Assessor at 253-6339. Should the appeal proceed to a Board of Assessment Appeals review, you will be notified and required to attend this meeting.

Bake sales

Guidelines and a temporary food permit for non-profit groups conducting bake sales may be obtained from the North Central District Health Department. For additional information, please call 745-0383.

Birth Certificates

Birth certificates are available in the Town Clerk’s office (e-mail the Town Clerk) in the town where the birth occurred, the town where the mother was residing at the time of the birth, or at the Connecticut State Health Department, Vital Statistics Unit. Blood Pressure Clinic

Held in the Town Hall 4th Monday of every month from 11:30 a.m. to 1:30 p.m. in the Town Hall Council Chambers. Call 253-6396 for more information.

Board of Education

The administrative offices of the Board of Education are located at 27 Shaker Road. The Superintendent of Schools is Dr. John Gallacher, who can be reached at 253-6500.

Budget -- Town and School

The budget is available at the Enfield Public Libraries and, the Town Manager’s office (e-mail the Town Manager) and the Town Clerk’s office (e-mail the Town Clerk) in the Town Hall. The Town’s fiscal year runs from July 1 through June 30. In December or early January, the Town Council sets the budget calendar for the upcoming year. This calendar lists dates when public input is received, as well as a schedule of budget sessions. All Town Council meetings on the budget are open to the public. The schedule is posted on the bulletin boards outside Council Chambers and Town Clerk's office (e-mail the Town Clerk). The schedule can also be viewed on the Town's web site.

Building Permits

Building Permits and Licenses can be obtained at the Enfield Town Hall Building Inspection Department found on the 2nd floor, 820 Enfield Street. For information call 253-6370, or visit the Town's web site for building applications or e-mail the Building Official.

Burial Records

Business Registration

In compliance with State Statutes, any Enfield business that is not incorporated must register with the Town Clerk’s office (e-mail the Town Clerk). A trade name certificate must be signed by the principal person or persons, and must be notarized. The filing fee is $5 per document. New businesses should check with the Zoning Enforcement Officer (e-mail Zoning Enforcement Officer) at 253-6368 to avoid future zoning issues. Certificate of Occupancy

A certificate of use and occupancy, sometimes referred to as a "CO", is the final step in executing a building permit. A certificate of occupancy is issued after the final inspection. No new structure may be used, and no addition or building may be occupied, until a "CO" is issued. An application can be found on Enfield's web page. Civil Union & Marriage Licenses

 

The civil union or marriage license is valid for 65 days. There is no waiting period in Connecticut. As soon as the license is issued, the couple may marry. The license fee is $30. For additional information, call 253-6440 or e-mail the Town Clerk.

Closing of Schools

You can get information on school closing and delays by calling the Enfield snow line at 253-5170 or by using the Connecticut Weather Center's web site address at www.ctweather.com.  Direction: Scroll down the menu on the left to "e-notification", select "e-notifications" and then select "schools". From there complete the registration process by submitting your e-mail address. Within 72 hours you will receive a confirmation request. Reply to the request by selecting the link, and follow the directions to access your account by selecting Enfield in the pull-down menu.

Community Development Office

The Community Development Office administers the Town of Enfield Small Cities Community Development Block Grant (CDBG) program. This program offers low interest loans for housing and commercial rehabilitation projects that impact primarily low to moderate income residents. Day Care Center

Enfield's Child Day Care is based on child's development of social, emotional, physical and cognitive skills. Hours are 6:30 a.m. - 5:30 p.m. The fee is a sliding rate that is determined by your income and what you can afford. For more information call, 253-6430 or e-mail the Social Services Director.

Dial-a-Ride

Dial-a-Ride provides transportation to Enfield residents over the age of 60 and/or permanently disabled to a variety of destinations within town, and through volunteers, to out-of-town medical appointments. Wheelchair transportation is available. Hours are 8:00 a.m. - 4:00 p.m., Monday through Friday. There is an annual membership cost of $60. Disability Services

Case management services, a support group, and recreational opportunities are available for adults with disabilities. For additional information, please call Info Line 211.

Dog Licenses

The law requires owners to license their dog during the month of June. Licenses are required for all dogs over 6 months old. Dogs can be registered throughout the year. Proof of a valid rabies shot must be shown at the time of licensing. With proof of spaying or neutering, a license will cost $8  - a license for an unaltered dog will cost $19. Dogs are licensed at the Town Clerk’s office, or you can call 253-6440 or e-mail the Town Clerk for additional information.

Dog Pound/Animal Control Officer

The Dog Pound is located on Parsons Road. To claim your lost dog or to adopt a dog, please call the Animal Control Officer at 763-8944.

State law prohibits owners from allowing their dogs to roam.

Elections are held on Tuesday after the first Monday in November. Municipal elections take place in odd-numbered years, State elections in even-numbered years, and Presidential elections every four years. Foot Care Clinic

Second Friday of every month at the Senior Center. You can make an appointment by calling 763-7425. The cost is $25.00. Registered nurses from Pedi-Care trim nails and check for health problems in the feet. For homebound seniors, home visits can be arranged.

Fuel Assistance

The CT Energy Assistance Program qualifies people for limited financial assistance, and is available to residents in need of emergency fuel deliveries, or to prevent utilities from being shut off. Gas Engine Repair Service

Free repairs on small gas-powered items, such as lawnmowers, snow blowers, weed whackers, etc., for Enfield seniors age 65 or over, offered by Connecticut Correctional Institution. Call 763-7376.

Contact the Police Records Division -- Monday - Friday 8:00 AM to 3:30 PM, or call 763-8922.

The Town of Enfield No Longer Issues Local Pistol Permits.  Following Are The Requirements To Obtain A Temporary State Pistol Permit:

  • You Must Complete A Firearms Safety Course Within One Year Prior To Application. Classes Are Held At The Police Department The First Monday of Every Month At 6:30 PM. 

  • Bring Your Course Certificate And Two Forms Of Identification To The Records Department Monday Through Friday Between The Hours Of 8 AM And 3:30 PM Where You Will Complete An Application And Be Fingerprinted.   

  • Bring 3 Checks With You Made Out As Follows:  Town Of Enfield $35.00, Commissioner Of Public Safety $24.00 And D.P.S. $35.00.   The State Allows 8 Weeks For Processing At Which Time You Will Receive A Temporary Permit Good For 60 Days.  You Will Then Need To Go To The State Police In Middletown To Get Your 5 Year Permit.

Applications can be picked up at the Connecticut Department of Motor Vehicle located at 4 Pearson Way.

Head Start

Head Start is a federally funded preschool program for low income children, and children with special needs. Head Start follows the Enfield Public School calendar. For more information, please call 253-6470.

Hearing Tests

Hearing tests, along with a few other tests, such as stroke assessment, eye test and bone density, are done randomly throughout the year. Call the Senior Center for information at 253-6415.

Homeowner's Property Tax Exemption

Qualified applicants must be over 65 or 100% disabled, and own a home in Enfield. The program runs from February 1st to May 15th. For information, call Neighborhood Services at 253-6396 or e-mail the Social Services Director.

Every four years, the major political parties recommend a slate of people to become Justices. In addition, at that time, the Town Clerk may appoint unaffiliated or minor party voters. During the ensuing four years, the major political parties may continue to appoint Justices to maintain their quota. However, unaffiliated or minor party voters may not be appointed.

Licenses

Sporting licenses (fishing, hunting, and trapping), as well as civil union and marriage licenses and dog licenses, are available at the Town Clerk’s office (e-mail the Town Clerk). Hunters must show hunter safety certification or a previous (within 5 years) resident hunting license. Children under 16 do not need a fishing license. A Junior Hunting license is $3 and a hunter's safety certification must be shown.

 

Sporting licenses are good for the calendar year. Available in December for a special holiday gift for the sportsperson in your family!

 

Free fishing licenses are available for blind and/or mentally retarded persons. Proof of disability is required from any person licensed to practice medicine in this state. Free Handicap licenses are available for those who qualify.

 

Lifetime Licenses - to qualify for this free license, one must have reached the age of 65, and have been a resident of the State for not less than one year.

Loaves & Fishes

Offer free meals to families in need. Donations of food always welcome. Meals served Monday to Friday 4:00 p.m. - 5:00 p.m., and Saturday 11:00 a.m. to 12:30 p.m. Call 741-0226 for information.

Marriage & Civil Union Licenses

Massage Therapy

Second and fourth Fridays of the month at the Enfield Senior Center. $7.00 for a 15 minute session. A licensed massage therapist provides on-site massage of the neck, back and shoulders.

Meals-on-Wheels

For information, call 745-9878. Daily and light suppers are delivered Monday - Friday to seniors who are homebound for any reason.

Medical Equipment Loan Closet

Wheelchairs, commodes, bath transfer benches, walkers and other medical equipment are available on loan, up to eight weeks, to any Enfield resident over the age of 60.  Call the Senior Center at 763-7425.

Meeting Rooms

The Enfield Town Hall and both of the Enfield Public Libraries have rooms that may be used for meeting on a limited basis.  For more information, please feel free to call any of the above places for more information.

Mil Rate

The property tax rate is determined by dividing the total budget of the Town by the Net Taxable Grand List that is produced by the Town Assessor. The Net Taxable Grand List is a listing of all of the taxable Real Estate, Motor Vehicles, and Personal Property in the Town as of the assessment date of October 1. A tax rate of one mil produces $1 of taxes on each $1,000 of property assessment.

Parking Bans

When the Town of Enfield issues a parking ban, there will be no on-street parking. Any cars found parked on the streets during the parking ban will be towed. During inclement weather, listen to these stations for parking ban updates: WDRC, WTIC, WCCC, WMAS, WVIT.

Parking Tickets

Parking ticket payments may be mailed or paid in person at the Police Department's Records Division. To question or protest a parking ticket, contact the Police at 763-8922.

These are very busy offices; if no one is available to answer your call, please leave a message in voice mail, and your call will be returned. Taxes are due and payable in July, and January to cover the second half of the real estate bills and the supplemental motor vehicle bills.

Railroad companies are required to maintain railroad crossings in a safe and acceptably smooth condition. To report problems with crossings or crossing signals, contact the Police at 763-6400.

Recycling

Curbside service is free to all residents in Enfield. Glass and metal food and beverage containers, newspapers, magazines, corrugated cardboard, and plastics are recyclable. Your bin should be at the curb by 7:00 a.m. on the same day your garbage is collected. You may drop off waste motor oil, storage batteries (car and marine) on the 3rd Saturday of the month (providing there is no holiday that week) at DPW Complex. Renter's Rebate Program

Qualified applicants must be over 65 or 100% disabled, and rent a home in Enfield. The program runs from May 15th to September 15th. For information, call Neighborhood Services at 253-6396 or e-mail the Social Services Director.
