ENFIELD PRISON/TOWN LIAISON COMMITTEE

MINUTES OF A REGULAR MEETING

March 9, 2006

CALL TO ORDER

A Regular Meeting of the Enfield Prison/Town Liaison Committee was held at the Enfield Town Hall, Enfield Room, Enfield, Connecticut on Wednesday, March 9, 2006. Chairman Nowak called the meeting to order at 7:03.

ROLL CALL

Committee members present were: Chairman Tophie Nowak, Kenneth Edgar, Gretchen Pfeifer-Hall.

Liaisons present were: Councilman William Lee and Deputy Chief Anjo Timmerman.

Present from the Department of Corrections were: Warden Peter Murphy, Enfield; Warden Esther Torres, Willard/Cybulski; Warden Bruce Cuscovitch arrived at 7:09, Carl Robinson.

Guest(s) present were: Gerry Tobin, Enfield Police Department.

APPROVAL OF MINUTES

Warden Bruce Cuscovitch noted that the initials on both minutes for Carl Robinson Correctional Institute needs to be changed from RCI to CRCI. The minutes from the June 8, 2005 and the December 15, 2005 meetings were passed unanimously.

Report of Chairman

Chairman Nowak stated there are no problems of the parameters of the prison area.

She could not get in touch with Mr. Tim Jenson of the Enfield Press to inform him of the positive issues at the prison.


Update of Notification System

Chairman Nowak mentioned that the new houses in the area need to be informed of this committee and that there is a notification system. There was one family in the

neighborhood that did not know that a call list exists. Two schools in the area are also notified: Hazardville Memorial and Nathan Hale. Deputy Police Chief Timmerman agreed to make sure the new residents in the area would be notified of this program. Chairman Nowak questioned if the nearby residents in East Longmeadow are notified and they are not. It would have to go through their police department. Notifications checks are done once a week to facilities and once a month to neighbors.

Review of Significant Incidents or Policy Changes

CRCI – Bruce Cucovitch. Quiet.

Enfield – Warden Peter Murphy. There was a graduation at the facility.

Willard – Warden Esther Torres. A quiet transition for switching from one facility to another.

NEW BUSINESS

There has been a change in wardens at the facilities and Wayne Choinski has replaced Remi Acosta as District Administrator. The change of District Administrator went into effect on February 1, 2006.

OPEN FORUM AND PUBLIC PARTICIPATION

Nothing to report.

DATE OF NEXT MEETING

Chairman Nowak stated the next meeting is scheduled for June 9, 2006 at the Enfield Town Hall, Enfield Room.

ADJOURNMENT

The meeting stood adjourned at 7:19 p.m.
