ENFIELD PRISON/TOWN LIAISON COMMITTEE

MINUTES OF A REGULAR MEETING

September 14, 2005

 

 

CALL TO ORDER

 

A Regular Meeting of the Enfield Prison/Town Liaison Committee was held in the Enfield Room of the Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut on Wednesday, September 14, 2005.  Chairman Nowak called the meeting to order at 7:07.

 

ROLL CALL

 

Present from the Town of Enfield were:  Chairman Tophie Nowak, Kenneth Edgar, Anjo Timmerman.

 

Present from the Department of Corrections were:  Remi Acosta, North District Administrator; Bruce Cuscovitch, Warden, Willard Cybulski; Carol Chapdelaine, Enfield CI (representing Peter Murphy).

 

Absent from the Department of Corrections was:  Christine Whidden, Warden, Robinson CI.

 

APPROVAL OF MINUTES

 

The minutes from the December 8, 2004 meeting were handed out and reviewed.  It was decided to make an amendment to the roll call.  Richard Miele and Theresa C. Lantz were also in attendance as Guests.   The motion was passed unanimously.

 

Minutes from the Meetings in March, June and September will be included with the agenda for the next meeting.

 

OLD BUSINESS

 

Report of Population Counts

Report of Chairman

 

Chairman Nowak will have the annual report ready for the State and will hand it out at the December meeting.  She asked that if anyone has something to add to please let her know. 

 

 

 

Update of Notification System

 

Review of Significant Incidents or Policy Changes

 

Enfield – Quiet.

 

Willard – Quiet, renovations are being done to the old Somers firehouse, and it will be used as a barracks.

 

RCI – Quiet, lifestar drill took place on Wednesday, September 14, 2005.

 

Update of Michael Ross Situation

 

It was reported that things went smoothly with the police department in controlling any traffic issues.  Chairman Nowak asked if there were any upcoming executions and the answer was no.

 

NEW BUSINESS

 

Miscellaneous

 

Chairman Nowak questioned Remi Acosta if any of the prisoners from Mississippi and Louisiana were transported to other states.  Mr. Acosta stated no.

 

Chairman Nowak questioned how successful the Bloodmobile was that was held at Carl Robinson.  It went well.

 

OPEN FORUM AND PUBLIC PARTICIPATION

 

Mr. Remi Acosta asked Mr. Kenneth Edgar if he gets phone notices of the exercises that happen at the prisons.  He stated no and that it is not required for him to receive them.

 

DATE OF NEXT MEETING

 

Chairman Nowak stated the next meeting is scheduled for December 14, 2005 at the Prison Conference Center.



 

ADJOURNMENT

 

Chairman Nowake made a motion to adjourn and it was seconded.  The vote was unanimous, and the meeting stood adjourned at 7:25 p.m.
