SPECIAL MEETING

1. Call to Order: The Special Meeting was called to order by Chairperson Pfeifer-Hall at 6:04 p.m.


2. Roll Call: Present were: Chairperson Pfeifer-Hall and Agents Arnone, LeMay, Poirot, Staples, and Tallarita. Agent LeMay was empowered as a full voting member for this meeting.

A motion was made by Agent Poirot and seconded by Agent Arnone to add the following item to the agenda: Minutes approval of meeting of July 5, 2006. Vote was 6-0-0.


3. Business

IW#467 - Associated Builders, Inc. - Proposed building addition and parking lot expansion involving activities within 100 feet of wetlands. Property located at 4 Peerless Way (Map 94 Lot 69); [Submitted June 28, 2006; Received July 5, 2006; PPE July 19, 2006; MAD September 8, 2006] A motion was made by Agent Poirot and seconded by Agent Staples to approve IW#467 with the ten standard conditions in addition to the following :

11. All engineering comments and concerns must be addressed by the applicant prior to the commencement of construction activities;

12. All required erosion and sediment controls shall be installed prior to the Wetlands Agent signing off on the building permit. Sheet L5.2, Note G.9. shall be amended to reference the "2002 Connecticut Guidelines for Soil Erosion and Sediment Control, as amended";

13. Snow stockpiling areas shall be located so that all snowmelt drains through the proposed stormwater management system. These areas shall be clearly defined and signed and a copy of the plan shall be provided to the snow removal contractor;

14. A wetland mitigation bond in an amount to be approved by the Wetlands Agent, must be posted prior to the Wetlands Agent signing off on the building permit. This bond is to cover the cost of buffer plantings between the parking lot and wetland areas as shown on the approved landscaping plan. The bond shall not be released until all plantings have been installed and maintained for a period of one year. If the plantings installed during the months of June, July and August, the bond will be held for a period of two years;

15. The landscape plan shall identify "resource areas" as referenced in the narrative, to ensure owners and any contractors are aware of the restrictions on disposal of any yard refuse or foreign materials in these areas. Resource areas shall encompass all identified wetlands and non-vegetated upland review areas, with the exception of the fire lane;

16. With the exception of the addition of the items stated in these conditions, this application is approved in accordance with the plans entitled “Senior Aerospace Proposed Addition, 4 Peerless Way, Enfield, Connecticut”, dated 6-16-06, revised through 7-12-06, Site Plan Sheets L-1 through L-5.3; Prepared by Associated Builders, INC., 4 Industrial Drive, South Hadley, MA 01075. Any changes that would potentially cause greater impact to wetlands or watercourses, such as enlargement of area of disturbance or reorientation of building footprints, from the plans shall require the permitee to come before the Enfield Inland Wetlands and Watercourses Agency for a Determination of Permit Need (Jurisdictional Ruling).

Vote was 6-0-0. Reason for approval was that the project, with mitigation, will not adversely affect wetlands and watercourses.

4. Approval of Minutes – July 5, 2006

A motion was made by Agent Arnone and seconded by Agent Staples to approve the minutes of the meeting of July 5, 2006 as presented. Vote was 5-0-1(Poirot).

4. Adjourn: A motion was made by Agent Poirot and seconded by Agent Tallarita to adjourn the special meeting at 6:33 p.m. Vote was 6-0-0.
