NOTICE OF ACTION
Meeting of the ENFIELD INLAND WETLANDS AND WATERCOURSES AGENCY TUESDAY, SEPTEMBER 5, 2006 PUBLIC HEARING - 7:30 P.M. (if applicable) REGULAR MEETING -- IMMEDIATELY FOLLOWING *****ENFIELD ROOM***** *********LOWER LEVEL, ENFIELD TOWN HALL ********* *** 820 ENFIELD STREET,*** ** ENFIELD, CT 06082 **

REGULAR MEETING
1. Call to Order: The meeting was called to order by Vice-Chairman Richard Szewczak at 7:47 p.m.
2. Roll Call: Present were: Vice Chairman Szewczak and Agents Arnone, Poirot, Tallarita and Wawer. Also present were Neil Angus, Wetlands Agent, and Susan Berube, Recording Secretary.
A motion was made by Agent Wawer and seconded by Agent Arnone to add the following item to the agenda, under “Other Business”: Bond Release, IW#410, Camerota, 239 Shaker Road. Vote was 5-0-0.
A motion was made by Agent Wawer to move agenda item #3 “Executive Session” to be taken up just prior to #11 “Other Business”. Vote was 5-0-0.
3. Public Participation - Issues of concern not on the agenda: No one in the audience came forward to speak.
5. Correspondence: Twenty four items of correspondence were received.
6. Commissioner’s Correspondence: There were no items for discussion.
7. Approval of Minutes -- July 19, 2006 Special Meeting: A motion was made by Agent Arnone and seconded by Agent Tallarita to approve the minutes of the special meeting of July 19, 2006 as presented. Vote was 3-0-2(Szewczak & Wawer).
August 1, 2006 Special Meeting: A motion was made by Agent Wawer and seconded by Agent Arnone to approve the minutes of the special meeting of August 1, 2006 as presented. Vote was 4-0-1(Tallarita).

10. New Business
IW#468 – Brad Collins - Proposed 2-lot subdivision and new house construction involving grading and placement of structures within 100 feet of wetlands and watercourses. Property located at 20 Bacon Road (Map 95 Lot 2) Zoned R-R-44 [Submitted July 27, 2006; Received September 5, 2006; PPE September 19, 2006]: A motion was made by Agent Poirot and seconded by Agent Tallarita to hold a public hearing on IW#468 at the next regular meeting of the IWWA on Tuesday, September 19, 2006 at 7:00 p.m. in the Council Chambers. Vote was 4-0-1(Wawer).
3. Executive Session – Matters regarding specific employees, pending litigation, acquisition of real estate and / or matters exempt from disclosure requirements, as needed. The specific reason should be stated for each session. A motion was made by Agent Wawer and seconded by Agent Poirot to invite Mr. Angus and Attorney Carl Landolina into Executive Session to discuss pending litigation on the Longhi vs. Enfield Inland Wetlands and Watercourses Agency at 8:34 p.m. Vote was 4-0-0. Agent Tallarita did not participate in this vote because of a perceived conflict and left the meeting for the evening at 8:33 p.m.
A motion was made by Agent Wawer and seconded by Agent Arnone to end executive session at 9:07 p.m. No decisions were made and no votes were taken during executive session.
11. Other Business: Bond Review, IW#410, Camerota, 239 Shaker Road: A motion was made by Agent Poirot and seconded by Agent Arnone to approve release of the $17,000 wetlands enhancement bond as recommended by Mr. Angus. Vote was 4-0-0.
Approval of 2007 meeting dates: After some discussion, a motion was made by Agent Poirot and seconded by Agent Wawer to approve the following meeting schedule for 2007:
January 16 & 30, February 13 & 27, March 13, April 3 & 17, May 1 & 15, June 5 & 19, July 10 & 24, August – none, September 4 (7:30 p.m., Enfield Room) & 18, October 2, 16, & 30, November 13, December 4 & 18 and January 15, 2008. Unless otherwise noted, meetings will take place in the Council Chambers at 7:00 p.m.
• Next regular meeting is Tuesday, September 19, 2006 at 7:00PM in the Council Chambers (this is also an Organizational Meeting at which Election of Officers will take place)
12. Adjourn: A motion was made by Agent Poirot and seconded by Agent Wawer to adjourn the meeting at 9:27 p.m. Vote was 4-0-0.
