1.  Call to Order and Pledge of Allegiance – Chairman Anthony DiPace called the meeting to order at 7:30 p.m.

2.  Roll Call – Chairman Anthony DiPace and Commissioners Jeffrey Cooper, Charles Duren, Karen Krebs, Robert Egan, Kathleen Sarno, Alternate, and Nicles Lefakis, Alternate (arrived at 8:00 p.m.) were present.

3.  Approval of Minutes – May 5, 2005 – Commissioner Krebs made a motion, seconded by Commissioner Cooper, to approve the Minutes of May 5, 2005. The Minutes were approved by a 5 – 0 – 1 vote. Commissioner Egan abstained.

4.  Staff Comments

a.  Town Attorney (in writing)

b.  Zoning Enforcement Officer (in writing)

c.  Director of Planning – Mr. Giner reminded Commissioners of the Special Meeting scheduled for June 23, 2005.

Chairman DiPace requested that Mr. Giner have the Zoning Enforcement Officer inspect all the auto dealers to make sure they are not using the designated area for trucks to unload to park their cars.

8.  PUBLIC HEARINGS – Continued from May 19, 2005

a.  PH#2496 – Special Use Permit to convert a three-unit residential building to a four-unit residential building at 148 Pearl Street, zoned R-33, Map 21, Lot 54, Michael T. Sirois, Applicant/Owner. (Must close by tonight.) – Commissioner Cooper made a motion, seconded by Commissioner Sarno, to accept the 30-day extension in writing from the applicant for PH#2496. The motion was approved by a 7 – 0 – 0 vote with Alternates Sarno and Lefakis voting.

9. PUBLIC HEARINGS - NEW

a.  PH#2506 – Application for a Special Use Permit to unmerge 2 existing lots into 3 lots on Kalish Avenue, zoned R-33, Map 34, Lots 60 and 61, Fortune Builders, Applicant/Stanley Flasinski, Owner. (Must close by July 7). – This public hearing was closed.

Commissioner Duren made a motion, seconded by Commissioner Krebs, to approve PH#2506, a special use permit to unmerge two existing lots into three lots on Kalish Avenue as heard in PH#2506 with the eighteen conditions included in the memo from Jose Giner to the Commission dated June 2, 2005. The motion was approved by a 7 – 0 – 0 vote with Alternates Sarno and Lefakis voting.

b.  PH#2507 – Three-lot resubdivision on Kalish Avenue, zoned R-33, Map 34, Lots 60 and 61, Fortunate Builders, Applicant/Stanley Flasinski, Owner. (Must close by July 7). – This public hearing was closed.

Commissioner Duren made a motion, seconded by Commissioner Cooper, to approve the three-lot resubdivision on Kalish Avenue as heard in Public Hearing #2507 with the twenty conditions included in a memo to the Commission from Jose Giner dated June 2, 2005. The motion was approved by a 7 – 0 – 0 vote with Alternates Sarno and Lefakis voting.

Commissioner Duren made a motion, seconded by Commissioner Cooper, for a waiver of sidewalks for PH#2507. The motion was approved by a 7 – 0 – 0 vote with Alternates Sarno and Lefakis voting.

c.  PH#2508 – Application for a Special Use Permit to unmerge one lot consisting of two and one-half lots of record into two lots at 9 and 11 Belmont Avenue, zoned R-33, Map 29, Lot 42, June Angelica, Applicant/Owner. (Must close by July 7). – This public hearing was closed.

Commissioner Duren made a motion, seconded by Commissioner Krebs, to approve the Special Use Permit to unmerge one lot consisting of two and one-half lots of record into two lots at 9 and 11 Belmont Avenue as heard in Public Hearing #2508 with the 12 conditions included in a memo from Jose Giner to the Commission dated June 2, 2005. The motion was approved by a 7 – 0 – 0 vote with Alternates Sarno and Lefakis voting.

d.  PH#2509 /SAN#1225 – Application for a Special Use Permit to amend liquor licenses to allow live entertainment at the T’ville Tavern to include light live jazz, blues, DJ, comedy and karaoke along with a new sign on property located at 31 North Main Street, zoned TVCZ, Map 27, Lot 115, Joseph Cimino, Applicant/Owner. (Must close by July 7). – This public hearing was closed.

Commissioner Duren made a motion, seconded by Commissioner Sarno, to approve the Special Use Permit to amend the liquor licenses to allow live entertainment at the T’ville Tavern to include light live jazz, blues, DJ, comedy and karaoke along with a new sign on property located at 31 North Main Street as heard in Public Hearing #2509 with the standard conditions of approval and an additional condition that the sign be approved by Roger Alsbaugh. The motion was approved by a 7 – 0 – 0 vote with Alternates Sarno and Lefakis voting.

10.     OLD BUSINESS

a. SPR#1279 – Application for site plan review to finish siding house at 53-57 College Street, zoned TVCZ, Map 27, Lot 103, Kenneth Swart, Applicant/Owner. – This application was tabled to the next meeting pending revised plans and a letter from Bill Lee stating the plans meet with ERSC approval. The Commission requested that this item be placed at the beginning of the next agenda.

11.     NEW BUSINESS

a.  SPR#1323 – Application for modification of plans previously approved for change of color within limited area on façade of retail building (from green to yellow to coordinate with previously approved tenant signage/logo) at 10-38 Hazard Avenue, Brookside Plaza, zoned BR, Map 56, Lot 22, Matthew Alix, Applicant/Gateway Connecticut Properties, Inc., Owners. – This application was tabled because the applicant was not present.

b.  SPR#1325 – Application for modification of entrance to former Bradlees space at 25 Hazard Avenue, zoned BR, Map 45, Lot 8, Galileo Enfield Commons LLC, Applicant/Owner. – Commissioner Duren made a motion, seconded by Commissioner Krebs, to approve SPR#1325 for modification to the entrance of the former Bradlees space at 25 Hazard Avenue, Map 45, Lot 8. The motion was approved by a 7 – 0 – 0 vote with Alternates Sarno and Lefakis voting.

12.     BOND RELEASES

a.  PH#2382 – Request for landscape bond release in the amount of $9,746 by Paneras in Westfield Shoppingtown at 90 Elm Street. – Commissioner Krebs made a motion, seconded by Commissioner Duren, to release the landscape bond in the amount of $9,746 for Paneras in Westfield Shoppingtown, PH#2382, and to allow town staff to handle the changes in the landscaping administratively. The motion was approved by a 7 – 0 – 0 vote with Alternates Sarno and Lefakis voting.

b.  SPR#1173 – Request for landscape bond release in the amount of $4,832 by DLA Enterprises on 18 Mullen Road. – Commissioner Krebs made a motion, seconded by Commissioner Sarno, to approve the release of the landscape bond in the amount of $4,832 for DLA Enterprises on 18 Mullen Road, SPR#1173. The motion was approved by a 7 – 0 – 0 vote with Alternates Sarno and Lefakis voting.

13.     OTHER BUSINESS

a.  Discussion with Scott Nielsen for potential change to senior housing language in the Zoning Ordinance.

b.  Applications to be Accepted.

The following applications were accepted by the Commission:

PH#2510 – Application for a resubdivision of a remainder parcel on 221 Shaker Road and 38 Bacon Road, zoned R-44 and I-1, Map 94, Lot 4, Estate of Joseph Polek (represented by Attorney Charles Parakilas), Applicant/Owner.

A public hearing will be scheduled for July 7, 2005.

PH#2511 – Application for a special use permit to utilize the vehicle bays to position ambulance as determined by call volume, for efficient response at 1296 Enfield Street (Old Fire House), zoned HR-33, Map 19, Lot 0062, Town of Enfield, Applicant/Owner.

A public hearing will be scheduled for July 7, 2005.

SPR#1326 – Application for modification of plans previously approved for replacement of playground equipment on existing playground area at 27 Shaker Road next to Henry Barnard Elementary School, zoned R-44, Map 64, Lot 61, Enfield Public Schools, Applicant, Town of Enfield, Owner.

SPR#1327 – Application for modification of plans previously approved to place a 10’ x 10’ storage shed at 165 Weymouth Road (E.H. Parkman Elementary School), zoned R-33, Map 52, Lot 004, Enfield Public Schools, Applicant/Town of Enfield, Owner.

SPR#1328 – Application for modification of plans previously approved to place a 10’ x 10’ storage shed at 5 Taylor Road (Nathan Hale Elementary School), zoned R-33, Map 110, Lot 60, Enfield Public Schools, Applicant/Town of Enfield, Owner.

SPR#1329 – Application for modification of plans previously approved to place a 10’ x 10’ storage shed at 94 Middle Road (Eli Whitney Elementary School), zoned R-44, Map 74, Lot 52, Enfield Public Schools, Applicant/Town of Enfield, Owner.

14.     ADJOURNMENT

Commissioner Krebs made a motion, seconded by Commissioner Sarno, to adjourn. Following a unanimous vote, the Commission adjourned at 9:20 p.m.
