1.     Call to Order and Pledge of Allegiance – Chairman DiPace called the meeting to order at 7:30 p.m.

 

2.     Roll Call – Present were Chairman Anthony DiPace and Commissioners Charles Duren, Robert Egan, James Hickey, Jr., Karen Krebs, Kathleen Sarno, Alternate, and Nicles Lefakis, Alternate.

 

3.     Approval of Minutes – September 22, October 6, 2005 – Commissioner Krebs made a motion, seconded by Commissioner Hickey, to approve the Minutes of September 22, 2005.  The Minutes were approved by a 5 – 0 – 2 vote.  Commissioners Sarno and Lefakis abstained.

 

Commissioner Krebs made a motion, seconded by Commissioner Hickey, to approve the Minutes of October 6, 2005.  The Minutes were approved by a 5 – 0 – 2 vote.  Commissioners Egan and Sarno abstained.

6.     PUBLIC HEARINGS – Continued from October 6, 2005 Meeting

 

a.     PH#2522 – 2-lot Resubdivision to include extension of Yale Court and related site work on property zoned R-33, Map 18, Lot 281, Ridgewood Homes, Applicant/Owner (Must close by November 10.) – This public hearing was continued to November 3, 2005.

7.     PUBLIC HEARINGS - NEW

 

a.     PH#2527 – Special Use Permit to demolish addition at rear of existing building and replace with expanded parking at 96 High Street (a/k/a 100 High Street – Old Senior Center), zoned TVCZ, Map 25, Lot 131, Town of Enfield, Applicant/Owner.  (Must close by 11/24) – This public hearing was closed.

 

Commissioner Duren made a motion, seconded by Commissioner Krebs, to approve PH#2527 with the seven conditions as outlined in the memo to the Enfield Planning and Zoning Commission from Jose Giner dated October 20, 2005.  The motion was approved by a 7 – 0 – 0 vote with Alternates Sarno and Lefakis voting.

 

b.     PH#2525/SAN 1248 – Special Use Permit to allow the construction of a freestanding sign on a satellite parcel located at 54 Hazard Avenue (Stop & Shop Plaza) on the site of the proposed fueling station, zoned BR, Map 56, John Plants, Applicant; SEA Enfield Plaza, LLC Owner. (Must close by 11/24). – This public hearing was closed.

 

Commissioner Duren made a motion, seconded by Commissioner Krebs, to approve PH#2525/SAN 1248 with the eight conditions as outlined in the memo from Jose Giner to the Enfield Planning and Zoning Commission dated October 20, 2005.  The motion was approved by a 7 – 0 – 0 vote with Alternates Sarno and Lefakis voting.

 

8.     Old Business

 

a.     SPR#1338 – Application to convert an office place to a convenience store and deli at 397 Enfield Street, zoned BL, Map 33, Lot 234, Mohammed Siddiqui, Applicant/Abe Yacteen,, Owner. – Commissioner Duren made a motion, seconded by Commissioner Lefakis, to approve SPR#1338, application to convert an office place to a convenience store and deli at 397 Enfield Street with the 12 conditions included in a memo from Jose Giner to the Enfield Planning and Zoning Commission dated October 20, 2005 and condition 13. The colors of the convenience store building shall be as follows:  Annapolis gray for the trim, Briarwood for the roof and Sailcloth for the lower building.  The motion was approved by a 7 – 0 – 0 vote with Alternates Sarno and Lefakis voting.

 

9.     New Business

 

a. SPR#1346 – Application for enclosing trash enclosure and changing color of mansard on building  (Burger King) at 117 Elm Street, Zoned BG, Map 43, Lot 8, Amaral Associates, Applicant/FPS Associates, Owner. – Commissioner Duren made a motion, seconded by Commissioner Krebs, to modify and approve the application for a trash enclosure and modification of the existing drive-through window at 117 Elm Street with the standard conditions and the specific additional condition that the Commission is not approving a color change.  The motion was approved by a 7 – 0 – 0 vote.

 

b. SPR#1250 – Review of Exterior Changes at 535 Hazard Avenue – Danny’s Pizza. – Commissioner Duren made a motion, seconded by Commissioner Hickey, to approve the modifications to the roof, the screening of the west and north sides of the roof top units, and the exterior changes as shown on the drawing identified as “Front Elevation SPR#1250” stamped received October 20, 2005.  The motion was approved by a 7 – 0 – 0 vote.

 

10.    Bond Releases

 

a. PH#2198, 2199 and 2200 – Birch Hill Farm II – Somerset Development Request for release of Engineering Bonds in the amount of $176,500 and $325,450 and Erosion and Sediment Bond in the amount of $7,850 (Abbe Road – 23 Lot Subdivision). – Commissioner Duren made a motion, seconded by Commissioner Krebs, to release to Somerset Development, Birch Hill Farm II, PH#2198, 2199 and 2200, the engineering bond of $325,450 provided a maintenance bond of $48,817 is submitted and to release the erosion control bond of $7,850 for Clinton Lane.  The motion was approved by a 7 – 0 – 0 vote.

 

11.    Other Business

 

a.     Applications To Be Received – The following applications were received by the Commission:

 

PH#2532 – Application for a Special Use Permit, associated site plan review and signage for renovation/expansion of existing Stop & Shop store, enclosing loading docks, upgrade storm water facilities and alterations to parking lot at 54 Hazard Avenue, zoned BR, Map 56, Lot 26, The Stop & Shop Supermarket Company, Applicant/SEA Enfield Plaza LLC, Owner. 

 

A public hearing will be scheduled for November 17, 2005.

 

SPR#1346 – Application for enlarging trash enclosure and changing color of mansard on the building at 117 Elm Street, zoned BG, Lot 8, Amaral Associates, Applicant/FPS Associates, Owner.

 

12.    Adjournment – Commissioner Krebs made a motion, seconded by Commissioner Sarno, to adjourn.  Following a unanimous vote, the Commission adjourned at 9:15 p.m.
