ENFIELD PLANNING AND ZONING COMMISSION
REGULAR MEETING
THURSDAY, NOVEMBER 3, 2005 – 7:30 P.M.

1. Call to Order and Pledge of Allegiance – Chairman DiPace called the meeting to order at 7:30 p.m.
2. Roll Call – Chairman Anthony DiPace and Commissioners Charles Duren, Jeffrey Cooper, Robert Egan, James Hickey, Jr., Kathleen Sarno, Alternate, and Nicles Lefakis, Alternate, were present.
3. Approval of Minutes – October 20, 2005 – Commissioner Hickey made a motion, seconded by Commissioner Cooper, to approve the Minutes of October 20, 2005. The Minutes were amended and page 4, paragraph five, second sentence should read: “Ms. Brand stated regarding the site of the other building in the area, Building and Grounds is planning to clear and gravel that lot for overflow parking in the future. They would have to come back in the future for a site plan review to make this area a parking lot.”
The Minutes, as amended, were approved by a 7 – 0 – 0 vote.

c. Director of Planning – Mr. Giner will provide the Commission with a copy of the State Statutes regarding day care uses.

8. PUBLIC HEARINGS – Continued from October 20, 2005 meeting
a. PH#2522 – 2-lot Resubdivision to include extension of Yale Court and related site work on property zoned R-33, Map 18, Lot 281, Ridgewood Homes, Applicant/Owner. – This public hearing was continued at the request of the applicant.

9. PUBLIC HEARINGS - NEW
a. PH#2528 – Special Use Permit for full dormer to the back side of the town hall and replacement of the roof at 820 Enfield Street, zoned TVCZ, Map 26, Lot 15, Town of Enfield, Applicant/Owner. (Must close by 11/17) – This hearing was continued pending receipt of a memo from the Enfield Revitalization Strategy Committee approving the design.
b. PH#2529 – Special Use Permit for canopy for Council Chambers at 820 Enfield Street, zoned TVCZ, Map 26, Lot 25, Town of Enfield, Applicant/Owner. (Must close by 11/17). - This public hearing was continued.
c. PH#2523 – Petition for a zone change from R-88 to R-44 for property owned by Frank Legienza – located at 87 Simon Road, Mpa 69, Lot 266 and Map 69, Lot 268. (Must close by 11/17) – This public hearing was closed.
Commissioner Hickey made a motion, seconded by Commissioner Sarno, to approve PH#2523 for a zone change from R-88 to R-44 for property owned by Frank Legienza which includes the large piece abutting the rear property in the adjacent R-88 zone with an effective date of December 1, 2005. The motion was approved by a 6 – 1 – 0 vote. Commissioner Duren voted nay.
Commissioner Cooper made a motion, seconded by Commissioner Hickey, for a recess. Following a unanimous vote, the Commission recessed at 9:07 p.m. The Commission reconvened at 9:20 p.m.
d. PH#2526 – Conditional Approval for a proposed 15-lot residential resubdivision at end of Meetinghouse Lane and north of Bridge Lane with a proposed road intersection with Bridge Lane at #44 Bridge Lane, zoned R-33, Map 19, Lots 1 and 10; Margaret R. Pappas, Applicant/Owner. (Must close by 11/17). – This public hearing was continued.

a. Applications to be Accepted – The following applications were accepted by the Commission:
PH#2533 – Application for modification of plans previously approved to allow each home to place a shed no larger than 100 square feet in each yard at Pleasant Hill Planned Community, zoned R-44, Map 16, Lot 39, Pheasant Hill Homeowners Association, Applicant/Owner.
A public hearing will be scheduled for the first meeting in December.
PH#2534 – Application for a Special Use Permit/Site Plan Review for 85-unit senior residential development at the east end of Mayfield Drive and north of West View Drive and Pin Hill, zoned R-44, Map 79, Lot 11, Stonegate Associates, Applicant/Angelina J. McGillivray, Owner.
A public hearing will be scheduled for the second meeting in December.
SPR#1347 – Application for modification of plans previously approved for the elimination of the remaining site work from the previously approved plan to allow for adequate space for emergency vehicles and vehicle unloading. Additional impervious coverage was approved by the ZBA under application ZBA 2005-09-01 at 20 Palomba Drive, zoned BR, Map 57, Lot 335, Lia Auto Group, Applicant/Owner.
The Commission directed Mr. Giner to handle this application administratively.
14. Adjournment – Commissioner Cooper made a motion, seconded by Commissioner Sarno, to adjourn. Following a unanimous vote, the Commission adjourned at 11:25 p.m.
