ENFIELD PLANNING AND ZONING COMMISSION

REGULAR MEETING

THURSDAY, JANUARY 19, 2006 – 7:30 P.M.

ENFIELD TOWN HALL – COUNCIL CHAMBERS

820 ENFIELD STREET – ENFIELD, CT

REGULAR MEETING 7:30 P.M.

 

1.     Call to Order and Pledge of Allegiance – Chairman Anthony DiPace called the meeting to order at 7:30 p.m.

 

2.     Roll Call – Present were Chairman Anthony DiPace, Elizabeth Ballard,  Jeffrey Cooper, Charles Duren, James Hickey, Jr., Jason Jones,  Karen Weseliza, and  Nicles Lefakis, Alternate.

 

3.     Approval of Minutes – December 15, 2005 and January 5, 2006.

 

Commissioner Cooper made a motion, seconded by Commissioner Duren, to approve the Minutes of December 15, 2005.  The Minutes were approved by a 5 – 0 – 2 vote with Alternate Lefakis voting and Commissioners Ballard and Jones abstaining.

 

Commissioner Jones made a motion, seconded by Commissioner Ballard, to approve the Minutes of January 5, 2006.  The Minutes were approved by a 7 – 0 – 0 vote with Alternate Lefakis voting.

 

4.     Correspondence – Chairman DiPace reported receipt of a letter from the Town Clerk dated January 19, 2006 reporting that the vacancy on this Commission has been filled by Charles Ladd.

6.     PUBLIC HEARINGS – Continued from 12/1/05 Meeting

 

a.     PH 2526 – Conditional Approval for a proposed 15-lot residential resubdivision at end of Meetinghouse Lane and north of Bridge Lane with a proposed road intersection with Bridge Lane at #44 Bridge Lane, zoned R-33, Map 19, Lots 1 and 10; Margaret R. Pappas, Applicant/Owner.  (Must close by February 4) – This public hearing was closed but the Commission tabled action to a later meeting

b.    

PUBLIC HEARINGS – Continued from 12/15/05 Meeting

 

c.      PH#2534 – Special Use Permit/Site Plan Review for 85-unit senior residential development at east end of Mayfield Drive and north of West View Drive and Pine Hill, zoned R-44, Map 79, Lot 11, Stonegate Associates, Applicant/Angelina J. McGillivray, Owner.  (Must close tonight).  This application was withdrawn.  Reference is made to a letter from Wesley Wentworth received January 19, 2006 confirming this withdrawal.

 

Commissioner Duren made a motion, seconded by Commissioner Jones, for a recess.  Following a unanimous vote, the Commission recessed at 9:40 p.m.  The Commission reconvened at 10:03 p.m.

 

7.     PUBLIC HEARINGS - NEW

 

8.     OLD BUSINESS

 

a. SPR#1353 – Application for facade changes on building at 562 Enfield Street, zoned BL, Map 33, Lot 3, Dunkin Donuts, Applicant/J. B. Balis, LLC, Owner. – Action on this application was tabled to a later date.

 

9.     NEW BUSINESS

 

10.    BOND RELEASES

 

a.     PH#2347/SPR#1196 – Request for release of Engineering Bond in the amount of $110,200 and release of the Erosion and Sediment Bond in the amount of $1,690 for 73 Hazard Avenue (former Tolland Bank site). – Commissioner Duren made a motion, seconded by Commissioner Jones, to release the engineering bond in the amount of $110,200 and the erosion and sediment bond in the amount of $1,690 for 73 Hazard Avenue (former Tolland Bank site).  The motion was approved by a 7 – 0 – 0 vote.

 

b.     PH#1400 – Request for release of Engineering Bond in the amount of $225,013 for Ridge Wood of Enfield, Inc., job located on 10 Prior Road (our number 7SB 100263943/ their number 1006263943). – Commissioner Jones made a motion, seconded by Commissioner Duren, to release the engineering bond in the amount of $225,013 for Ridge Wood of Enfield, Inc. for PH#1400, Ridge Wood of Enfield, Inc. (#7SB 100263943).  The motion was approved by a 7 – 0 – 0 vote.

 

Commissioner Duren made a motion, seconded by Commissioner Ballard, to accept the letter of withdrawal for PH#2534 without prejudice.  The motion was approved by a 7 – 0 – 0 vote.

 

11.    Other Business

 

a.     Applications to be Received – The following applications were received by the Commission:

 

PH#2538 – Application to petition to amend zoning map from R-88 to R-44 Town Farm Road Parcel with access at end of Kennedy, Map 90, Lot 128, Villages, LLC, at Town Farm Road/Applicant/Furey, Owner.  (Note:  Applicant has requested a March 16th hearing date.)

 

A public hearing was scheduled for March 16, 2006.

 

PH#2539 – Application for a Special use Permit to open a preschool at 585 Hazard Avenue, zoned BG, Map #110, Lot #12, Kristi Bonazelli, Applicant/ P&D Realty, Owners. – No date was set for this public hearing pending completion of the application.

 

12.    Adjournment – Commissioner Ballard made a motion, seconded by Commissioner Jones, to adjourn.  Following a unanimous vote, the Commission adjourned at 10:17 p.m.
