ENFIELD PLANNING AND ZONING COMMISSION

The Enfield Planning and Zoning Commission will hold Public Hearings on Thursday, February 21, 2008, beginning at 7:30 p.m., in the Town Hall Council Chambers, 820 Enfield Street, Enfield, CT, concerning the following:

PH#2634 – Staff Initiative for a Text Amendment to Section 9.10.7 of the Enfield Zoning Regulations to define which applications are eligible for Administrative Review by Staff. Town of Enfield Planning Department, applicant.

STAFF INITIATIVE

PROPOSED AMENDMENT

TO Section 9.10.7 – aDMINISTRATIVE aPPROVALS

TO mORE CLEARLY DEFINE THE TYPES OF APPLICATIONS THAT CAN BE APPROVED ADMINISTRATIVELY BY STAFF

 Section 9.10.7 of the Enfield Zoning Regulations is proposed to be repealed and the following substituted in lieu thereof:

 9.10.7     Administrative Approvals

In special cases, as defined below, an administrative site plan application for minor projects may, at the applicant's option, be submitted to the Planning and Zoning Department for review and approval by the Director of Planning in consultation with other relevant departments. All applications for administrative approval shall require the filing of an application with appropriate drawings and the payment of the appropriate fee. The Director may attach appropriate conditions to ensure the plan’s compliance with the standards contained in the Zoning Regulations. If there is disagreement on any issue between the staff and the applicant, the applicant will be referred to the Commission for site plan approval. The Planner shall report all such approvals to the Commission at its next meeting. Notices of administrative approvals shall be published along with the actions of the commission.

A. Eligible Applications

i.      Technical and minor revisions to an approved site plan, or minor additions or changes to an existing building, may be approved by the Director, in consultation with other relevant Town staff when proposed changes are limited to landscaping; lighting; parking; drainage; grading; erosion and sedimentation controls; utilities; signage; architectural details; or building additions or additional structures that are less than 25 percent of the floor area of the principal building, not to exceed 10,000 square feet. When Inland Wetlands and Watercourses Agency (IWWA) action is required, application to the IWWA shall be made not later than the day of application and the application shall not be approved unless in accordance with the approval of the IWWA..

ii.     Small changes of use that do not involve a use listed as a Special Permit Use, are within an existing building, and do not require an increase of more than three (3) required parking spaces on the lot.

iii.    Exterior staircases, handicap ramps and elevators mandated by the Fire Marshal or Building Official for public safety, provided they otherwise comply with the zoning standards.
