A meeting of the Water Pollution Control Authority was called to order by Chairman Kaupin in the Council Chambers of the Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut on Monday, May 5, 2008. The meeting was called to order at 9:36 p.m.

ROLL-CALL – Present were Commissioners Bosco, Crowley, Dumont, Edgar, Jones, Kaupin, Kiner, Lee, Mangini. Commissioners Nelson and Ragno were absent. Also present were Town Manager, Matthew Coppler; Assistant Town Manager, Daniel Vindigni; Town Clerk, Suzanne Olechnicki; Town Attorney, Kevin Deneen

MINUTES OF PRECEDING MEETING

MOTION #6119 by Commissioner Dumont, seconded by Commissioner Mangini to accept the minutes of the April 21, 2008 meeting.

Upon a SHOW-OF-HANDS vote being taken, the Chair declared MOTION #6119 adopted 9-0-0.

RESOLUTION #6120 by Commissioner Jones, seconded by Commissioner Mangini.

WHEREAS, the rate change for the proposed sewer use has been proposed at $1.64 per thousand gallons of waste water treated.

RESOLVED, that in accordance with Chapter 103, Section 7-255 of the Connecticut General Statutes, the Enfield Sewer Authority shall hold a public hearing on Monday, May 19, 2008 at 6:50 p.m. to hear comments on properties affected by the proposed sewer use rate charge for the 2008-2009 billing.

Mr. Coppler explained there was an extra month included in the sewer flow, and that was missed. He noted this reflects the proper charge of $1.64. He went on to explain the actual rate is laid out within the code for the water pollution control or sewage. He stated it’s spelled out very specifically. He explained it’s arrived at by dividing the cost by the amount of gallons that were used in the previous year. He noted that is what has to be set for each year. He stated unless the code is changed, that is how they deal with what the rate will be for each upcoming year.

Upon a ROLL-CALL vote being taken, the Chair declared RESOLUTION #6120

adopted 9-0-0.

Upon a SHOW-OF-HANDS vote being taken, the Chair declared MOTION #6121 adopted 9-0-0, and the meeting stood adjourned at 9:39 p.m.
