MINUTES OF A PUBLIC HEARING
DECEMBER 18, 2000
A Public Hearing was held in the Council Chambers of the Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut on Monday, December 18, 2000. Chairwoman Strom called the meeting to order at 8:00 p.m.
ROLL-CALL  Present were Councilmen Dodd, Egan, Falk, Fiore, Giddings, Hall, Kaupin, Mangini, McGuire, Strom, and Vayda. Also present were Town Manager, Scott A. Shanley; Assistant Town Manager, Daniel T. Vindigni; Town Clerk, Suzanne F. Olechnicki; Senior Assistant Town Attorney, Maria Stavropoulos; Director of Public Works, John Kazmarski.
Chairwoman Strom read the following notice of Public Hearing which was published in the Journal Inquirer on Friday, December 8, 2000:
TOWN OF ENFIELD
LEGAL NOTICE
PUBLIC HEARING
MONDAY, DECEMBER 18, 2000
"Notice is hereby given that the Enfield Town Council will hold a Public Hearing in the Enfield Town Hall Council Chambers, 820 Enfield Street, Enfield, Connecticut on Monday, December 18, 2000 at 7:25 p.m. to allow interested citizens an opportunity to express their opinions regarding the proposed ordinance establishing a procedure for the designation of scenic roads. Copies of the proposal are available for public inspection in the office of the Town Clerk, 820 Enfield Street, Enfield, Connecticut, Monday through Friday, 9:00 a.m. to 5:00 p.m."
Mr. Shanley stated this has been discussed in the past. He explained in order for the Town to designate a road as a scenic road, the Town must first have enabling legislation which allows this process to take place at the local level. He noted there is a final draft of an ordinance before the Council this evening. He stated this would allow the Town to have the structure in place to then entertain scenic road designations. He pointed out this legislation is not specific to any one road, and the specificity comes after this is actually in place.
Attorney Katherine Hale spoke as a representative of clients who live on Laughlin Road. She strongly encouraged the Council to adopt the ordinance because she feels this is a "win-win situation for the Town and the land owners. She pointed out the Town can essentially protect itself as concerns having to upgrade a road by designating a road as a scenic road. She noted the cost of paving this road, which is about 1 ½ miles long, would be very substantial. She stated her clients suggested the Town adopt the scenic road mechanism and then adopt Laughlin Road as a scenic road. She then submitted to the Council the signed statements of approval from the landowners along Laughlin Road.
As no others wished to speak, Chairwoman Strom closed the Public Hearing at 8:10 p.m.
