MINUTES OF A PUBLIC INFORMATION SESSION
NOVEMBER 13, 2000
A Public Information Session was held in the Council Chambers of the Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut on Monday, November 13, 2000. Chairwoman Strom called the meeting to order at 7:30 p.m.
ROLL-CALL  Present were Councilmen Dodd, Fiore, Giddings, Mangini, Strom, and Vayda. Councilman Hall entered at 7:31 p.m. Councilmen Egan, Falk, Kaupin, and McGuire were absent. Also present were Town Manager, Scott A. Shanley; Assistant Town Manager, Daniel T. Vindigni; Town Clerk, Suzanne F. Olechnicki.
Mr. Shanley stated the actual publication of the notice for this evenings public hearing regarding the FY2000 Community Development Block Grant Funding for the Freshwater Pond Dredging Project did not take place. He stated they will be unable to have a formal public hearing this evening, however, they could have a public information session which will allow the firm, Baystate Environmental, to explain this project. He noted theres a resolution on this evenings agenda to schedule a formal public hearing regarding this topic.
Mr. Shanley explained this plan has been approved for the 1999 funding cycle. He noted when the money was awarded for this project, it was awarded out of Fiscal Year 2000 money, therefore, they need to once again go through the technical process of saying "yes, the Town does want this money". He stated they would like to provide some information as to where they are with the remediation project.
Present for this discussion were Director of Public Works, John Kazmarski and from Baystate Environmental, Michael Proctor and Harry Jones.
Mr. Proctor explained this is a project to restore Freshwater Pond. He noted they have been charged with removing accumulated sediment from the Pond and restoring it to its historic depth and volume. He pointed out they are in Phase III. He noted Phase I was the dredging feasibility report; Phase II was the watershed study; Phase III is the final phase and covers the design and permitting phase.
Mr. Proctor reviewed some main elements of the project as follows:
o       the excavation of 17,000 cubic yards of sediment from the Pond
o       the reconstruction of the lower level outlet structure of the dam
o       the construction of a sediment collector
He noted testing of material indicates there will be no problem with disposal of the sediment.
Mr. Proctor stated at this time theyre estimating the project cost at $645,000. He noted to move forward, they have to finalize the disposal site selection and complete plans to the 75% level so they can submit the permits. He stated they hope to be able to do that January, 2001.
Councilman Dodd questioned whether theyre considering a barrier edge. Mr. Proctor responded not at this time. He noted their charge was to deal with removal of sediment. He added at this time theres a reasonable and stable edge.
Councilman Dodd questioned whether the dredging of the brook would require removal of vegetation. Mr. Proctor stated some of the small vegetation may have to be removed at the points of access.
Councilman Dodd questioned whether theyll be able to do dredging while this body of water is active. Mr. Proctor stated they will try to do the work when the Pond is less active, i.e., in winter. He explained they would construct a temporary channel on one edge of the pond, and that channel will be able to handle day-to-day flow.
Mr. Shanley stated theres currently some vegetation a few feet from the edge of the Pond, and in the past they discussed the possibility of creating a new planting plan of appropriate, indigenous vegetation that would remain attractive throughout the year. He questioned whether existing vegetation will be destroyed. Mr. Proctor stated for the most part, they shouldnt have to disturb that area.
Chairwoman Strom stated the formal Public Hearing is scheduled for December 4th.
As no one else wished to speak, the Public Information Session was closed at 7:45 p.m.
