A meeting of the Enfield Town Council, acting in its official capacity as Water Pollution Control Authority, was called to order by Chairwoman Strom in the Enfield Room of the Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut on Tuesday, May 23, 2000 at 9:59 p.m.
ROLL-CALL Present were Commissioners Dodd, Egan, Falk, Fiore, Kaupin, Mangini, McGuire, Strom, and Vayda. Commissioners Hall and Surapine were absent. Also present were Town Manager, Scott A. Shanley; Assistant Town Manager, Daniel Vindigni; Town Clerk, Suzanne F. Olechnicki; Deputy Director of Public Works, Geoffrey McAlmond.
RESOLUTION # 968 by Commissioner Kaupin, seconded by Commissioner Mangini.
WHEREAS, the Town Council acting in its capacity as the Water Pollution Control Authority has considered the information developed at the Public Hearing held Mach 20, 2000 at 7:25 p.m. and continued on April 3, 2000 at 7:25 p.m. in the Council Chambers of the Town Hall, 820 Enfield Street, Enfield, Connecticut, regarding Sanitary Sewer Assessments for the Town of Enfield.
NOW, THEREFORE, BE IT RESOLVED, that in accordance with State and Town Statutes, the properties identified on the proposed assessment roll are hereby assessed as proposed. (List Attached)
Mr. Shanley stated they had one property owner request a deferment, and that is the reason for the legal opinion. He noted in the past there was a discussion about extending the sewer line, however, the Town was unable to do so at that time because they would have had to rip out the bridge. He noted this was delayed about three years. He stated this party opted to go forward and build a home and installed their own sanitary septic system. He noted the homeowner is now saying that as a result of having made that investment, they would like a deferral from paying the sewer assessment.
Chairwoman Strom questioned if this assessment would be a lump sum payment, or would it be paid over a period of time. Mr. McAlmond responded it could be paid over several years.
Commissioner Fiore stated his opinion the homeowners property value would increase just by having this sewer line running past their property.
Commissioner Falk stated this line has to be paid one way or another, and this would be postponing the inevitable. He noted by postponing this payment, that means the rest of the population is paying for that line, when this homeowner should be paying for it.
Commissioner Falk stated his belief this is not a financial hardship. He noted everyone is paying $13.00 per foot, and theyre getting a 5% loan for 20 years. He concluded stating he wouldnt be in favor of waiving this.
Commissioner Dodd stated he is not in favor of waiving this.
Upon a ROLL-CALL vote being taken, the Chair declared RESOLUTION # 968 adopted 9-0-0.

MOTION # 969 by Councilor Falk, seconded by Councilor Dodd to adjourn.
Upon a SHOW-OF-HANDS vote being taken, the Chair declared MOTION # 969 adopted 9-0-0, and the meeting stood adjourned at 10:04 p.m.
