MINUTES OF A PUBLIC HEARING
JUNE 4, 2001


A Public Hearing of the Enfield Town Council was held in the Council Chambers of the Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut on Monday, June 4, 2001. Chairwoman Strom called the Hearing to order at 7:35 p.m.

ROLL-CALL  Present were Councilmen Dodd, Egan, Falk, Fiore, Giddings, Kaupin, Mangini, McGuire and Strom.  Councilmen Hall and Vayda were absent.  Also present were Town Manager, Scott A. Shanley; Assistant Town Manager; Town Clerk, Suzanne F. Olechnicki; Senior Assistant Town Attorney, Maria Stavropoulos

Chairwoman Strom read the notice of Public Hearing which was published in the Journal Inquirer on Saturday, May 26, 2001 as follows:

TOWN OF ENFIELD
LEGAL NOTICE
PUBLIC HEARING
MONDAY, JUNE 4, 2001

NOTICE IS HEREBY GIVEN that the TOWN OF ENFIELD shall hold a PUBLIC HEARING in the Enfield Town Hall, Council Chambers, 820 Enfield Street, Enfield, Connecticut on Monday, June 4, 2001 at 7:15 p.m. to allow interested citizens an opportunity to express their opinions regarding the 2001 NEIGHBORHOOD ASSISTANCE ACT PROPOSALS.  Please direct any questions to Assistant Town Manager, Daniel T. Vindigni (860) 253-6351.

Chairwoman Strom then read the ground rules for the Public Hearing.

Mr. Vindigni explained this is an annual process whereby the State provides business tax credits for any donations made by businesses to non-profits and municipalities.  He noted this acts as an incentive for the non-profits doing fund raising and the businesses that receive tax credits for their donations.

He noted 39 agencies received written notification regarding the Neighborhood Assistance Act and the following responded:

-       Enfield Fire Chiefs Association  Third Grade Fire Prevention Program
Requesting $30,000  donations would replace the existing vehicle used by instructors for travel to schools

-       Save Our Strand  General Building Fund Assistance for Strand Theater
Requesting $120,000  donations would be for renovating the Strand Theater

-       Operating budget assistance  requesting $30,000.  Donations would increase SOSs ability to raise operating funds needed to continue the Theaters renovation

-       Town of Enfield Adult Day Care  Garden Therapy Program
        Requesting $10,000.  Donations would be used to create a garden for
        Clients enjoyment.

-       Johnson Surgery Center  Diagnostic Center Project
Requesting $150,000.  Donations would be used to assist renovating
the Johnson Surgery Center.

Mr. Vindigni stated all the above agencies were invited to send representatives this evening.

Gerald Fitzsimons, 34 Walnut Street
        Speaking as Chairman of Save Our Strand, he requested the Town Council approve their application.  He noted one request is for $120,000 for building renovation and the other request for $30,000 would be for operating expenses.  He stated they do have on-going operating expenses, i.e., insurance for the building.  

As no others wished to speak, Chairwoman Strom closed the Public Hearing at 7:46 p.m.
