ENFIELD TOWN COUNCIL MINUTES OF A PUBLIC HEARING MAY 7, 2001
A Public Hearing was held in the Council Chambers of the Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut on Monday, May 7, 2001. Chairwoman Strom called the Public Hearing to order at 7:13 p.m.
ROLL-CALL Present were Councilmen Dodd, Egan, Falk, Fiore, Giddings, Kaupin, Mangini, and Strom. Councilmen Hall and McGuire entered at 7:14 p.m. Councilman Vayda was absent. Also present were Town Manager, Scott A. Shanley; Assistant Town Manager, Daniel Vindigni; Town Clerk, Suzanne F. Olechnicki; Director of Planning & Community Development, Jose Giner.
Chairwoman Strom read the notice of Public Hearing which was published in the Journal Inquirer on Friday, April 20, 2001 as follows:
LEGAL NOTICE PUBLIC HEARING TOWN OF ENFIELD COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM MONDAY, MAY 7, 2001 7:00 P.M. TOWN COUNICL CHAMBERS ENFIELD TOWN HALL, 820 ENFIELD STREET ENFIELD, CT
The Enfield Town council, in conjunction with the Office of Community Development will hold a public hearing to solicit input on the FY 2001 HUD Lead-Based Paint Hazard Control Grant Program Application. The purpose of this meeting is to allow interested residents an opportunity to express their interests regarding the Town of Enfields application to the Lead-Based Paint Hazard Control Grant Program.
The purpose of the Lead-Based Paint Hazard Control Grant Program is to assist States, Indian Tribes and local governments in undertaking comprehensive programs to identify and control lead-based paint hazards in eligible privately-owned housing for rental or owner-occupants in partnership with community based organizations.
Any persons or organizations having questions or comments on this matter will have an opportunity to be heard. Any disabled person requiring special assistance or non-English speaking persons may contact Laura Watson at least 5 days prior to hearing. Mr. Giner explained during the course of the year they learned that due to new federal regulations, lead abatement is going to be a big issue with any federal funding for the projects in the future. He noted HUD Title 10 allows applicants to apply for funding just to do lead abatement with matching funds provided. He stated theyre seeking $1 million dollars in federal funds. He noted these funds would allow them to abate about 110 units of low-income housing targeted to various levels.
He explained they will be applying for future CDBG funds as the Towns match against this program. He noted theyre proposing to leverage this with a home grant from the state which would provide down-payment assistance to anyone wishing to purchase homes in this area that may be covered. He noted this, with the Towns recently adopted tax abatement policy, will present a very comprehensive package for revitalization.
As no one wished to speak, Chairwoman Strom closed the Public Hearing at 7:18 p.m.
