MINUTES OF A PUBLIC HEARING
APRIL 16, 2001


A Public Hearing was held in the Council Chambers of the Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut on Monday, April 16, 2001. Chairwoman Strom called the Public Hearing to order at 6:30 p.m.

ROLL-CALL  Present were Councilmen Egan, Falk, Fiore, Giddings, Hall, Kaupin, Mangini, and Strom.  Councilmen Dodd, McGuire and Vayda were absent.  Also present were Town Manager, Scott A. Shanley; Assistant Town Manager, Daniel Vindigni;  Town Clerk, Suzanne F. Olechnicki; Assistant Town Attorney, Maria Stavropoulos; Director of Finance, Gregory Simmons

Chairwoman Strom read the notice of Public Hearing which was published in the Journal Inquirer on Saturday, April 7, 2001 as follows:

TOWN OF ENFIELD
LEGAL NOTICE
PUBLIC HEARING
MONDAY, APRIL 16, 2001

“NOTICE IS HEREBY GIVEN that the Enfield Town Council will hold a Public Hearing in the Enfield Town Hall, Council Chambers, 820 Enfield Street, Enfield, Connecticut on Monday, April 16, 2001 at 6:30 p.m. to allow interested citizens an opportunity to express their opinions regarding the AMENDED INLAND WETLANDS AND WATERCOURSES AGENCY ORDINANCE.

Copies of the AMENDED ordinance are available for public inspection in the Office of the Town Clerk, 820 Enfield Street, Enfield, Connecticut Monday through Friday, 9:00 a.m. to 5:00 p.m.”

Mr. Shanley stated the Town of Enfield has had an Inland/Wetlands Agency that was part of the so-called Conservation Commission, and the duties were shared by that one body.  He noted the proposed draft sets aside the Inland/Wetlands Watercourses Agency as an agency unto itself.  He stated its consistent with state laws.  He noted this body would call for seven members and three alternates, and it would start effective 7/1/2001 with staggered terms.

        Ms. Pfeifer-Hall stated her belief it seems a little strange that alternates would be appointed for two years, and yet there would be three full-time members that would initially be appointed for just a one-year term.  She questioned if theres been any consideration to longer terms than two years since it takes awhile to become proficient and knowledgeable about the rules, regulations and laws.

Chairwoman Strom stated her belief the Council will be looking for an amendment regarding the initial terms.

Ms. Pfeifer-Hall stated her wish that members of her commission had received copies of this earlier.  Councilman Kaupin pointed out a copy was supposed to be mailed out to all members.

There was some discussion about which draft should be before the Council this evening, and it was agreed they should be working from the draft dated 3/15/2001.

As no others wished to speak, the Public Hearing was closed at 6:53 p.m.
