ENFIELD TOWN COUNCIL MINUTES OF A PUBLIC HEARING APRIL 16, 2001
A Public Hearing was held in the Council Chambers of the Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut on Monday, April 16, 2001. Chairwoman Strom called the Public Hearing to order at 6:54 p.m.
ROLL-CALL Present were Councilmen Egan, Falk, Fiore, Giddings, Hall, Kaupin, Mangini, and Strom. Councilmen Dodd and McGuire were absent. Councilman Vayda entered at 7:00 p.m. Also present were Assistant Town Manager, Daniel Vindigni; Town Clerk, Suzanne F. Olechnicki; Assistant Town Attorney, Maria Stavropoulos; Director of Finance, Gregory Simmons
Chairwoman Strom read the notice of Public Hearing which was published in the Journal Inquirer on Saturday, April 7, 2001 as follows:
TOWN OF ENFIELD LEGAL NOTICE PUBLIC HEARING MONDAY, APRIL 16, 2001
“NOTICE IS HEREBY GIVEN that the Enfield Town Council will hold a Public Hearing in the Enfield Town Hall, Council Chambers, 820 Enfield Street, Enfield, Connecticut on Monday, April 16, 2001 at 6:45 p.m. to allow interested citizens an opportunity to express their opinions regarding the AMENDED CONSERVATION COMMISSION ORDINANCE.
Copies of the AMENDED ordinance are available for public inspection in the Office of the Town Clerk, 820 Enfield Street, Enfield, Connecticut Monday through Friday, 9:00 a.m. to 5:00 p.m.
Chairwoman Strom stated this concerns the creation of a separate commission.
Gretchen Pfeifer-Hall, 4 Somers Road (Vice-Chairman of the Enfield Conservation Commission and Inland/Wetlands and Watercourses Commission Raised a question regarding membership. She noted there is nothing in this draft regarding current members that are serving. She stated there are some members who would like to have the opportunity to serve on both commissions. She added she wants to be sure this commission has a budget and proper staffing. Chairwoman Strom pointed out the budget issue would be addressed during budget deliberations. As concerns members sitting on either commission, she noted there is nothing to disallow members from sitting on both bodies.
Councilman Kaupin referred to the terms and the way its spread out over four years and stated his preference this be condensed down over the two, three and four year term so that the body has a chance to get up and running and have some continuity. He noted if theyre constantly changing members every year, theyll have a continuity issue.
Councilman Giddings questioned who would decide the length of terms for members, and Councilman Fiore stated his belief the Town Manager would make that determination.
As no others wished to speak, Chairwoman Strom closed the Public Hearing at 7:01 p.m.
