ENFIELD TOWN COUNCIL MINUTES OF A PUBLIC INFORMATION SESSION APRIL 2, 2001
A Public Information Session was held in the Council Chambers of the Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut on Monday, April 2, 2001. Chairwoman Strom called the Session to order at 7:00 p.m.
ROLL-CALL Present were Councilmen Egan, Falk, Fiore, Giddings, Hall, Kaupin, Mangini, Strom and Vayda. Councilmen Dodd and McGuire were absent. Also present were Town Manager, Scott A. Shanley; Assistant Town Manager, Daniel T. Vindigni; Town Clerk, Suzanne F. Olechnicki; Director of Economic Development, Raymond Warren.
Chairwoman Strom read the Notice of the Public Information Session which was published in the Journal Inquirer on Wednesday, March 28, 2001 as follows:
TOWN OF ENFIELD LEGAL NOTICE PUBLIC INFORMATION SESSION MONDAY, APRIL 2, 2001
“Notice is hereby given that the Enfield Town Council will hold a Public Information Session in the Enfield Town Hall Council Chambers, 820 Enfield Street, Enfield, Connecticut on Monday, April 2, 2001 at 7:00 p.m. to allow interested citizens an opportunity to express their opinions regarding the proposed TAX ABATEMENT RESOLUTION.
Copies of the proposed resolution are available for public inspection in the Office of the Town Clerk, 820 Enfield Street, Enfield, Connecticut, Monday through Friday, 9:00 a.m. to 5:00 p.m.
Chairwoman Strom then announced the ground rules for the Public Information Session.
Mr. Shanley stated the resolution before the Council has to do with the granting of a tax abatement for improvements to properties in certain districts in Town. He displayed a map to point out those districts and zones.
He noted the proposed tax abatement has a seven-year sliding scale. He explained if property is improved in excess of 10% of its value, in year one a property owner is able to not take increased taxes on the full value of the new construction and then it goes down to 90%, 80%, 70%, and descends for seven years, so that at the end of seven years, the property owner would be paying full taxes on the new value.
Mr. Warren spoke in support of this resolution. He noted he sees this as an inducement for investment. He added he envisions a marketing effort to notify all of the owners within those districts to promote new investment.
As no one else wished to speak, Chairwoman Strom closed the Public Information Session at 7:05 p.m.
