ENFIELD TOWN COUNCIL MINUTES OF A SPECIAL MEETING MARCH 7, 2001
A Special Meeting of the Enfield Town Council was called to order by Deputy Mayor Falk in the Enfield Room of the Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut on Wednesday, March 7, 2001 at 6:32 p.m.
ROLL-CALL Present were Councilmen Egan, Falk, Fiore, Giddings, Kaupin, and McGuire. Councilman Mangini entered at 6:34 p.m., and Councilman Hall entered at 6:41 p.m. Councilmen Dodd, Strom, and Vayda were absent. Also present were Town Manager, Scott A. Shanley; Assistant Town Manager, Daniel T. Vindigni; Senior Assistant Town Attorney, Maria Stavropoulos; Director of Public Works, John Kazmarski; Town Clerk, Suzanne F. Olechnicki.
WORK SESSION LANDFILL
Mr. Shanley informed the Council that a monitoring well recently detected one or two parts per billion of benzene, which is gasoline. He noted the well goes down about 100 feet. He stated they do not know if this means anything, however, this is the first time theyve ever had any indication of anything. He stated they did call in a firm to look at this, and they met with this firm. He noted the firm advises they first look at these wells to see how theyre dug and perhaps do a couple more test sites to verify the information to see if this is something to be concerned about. He stated this could be occurring because this land had never been capped before, and possibly the water table has actually dropped a lot, and as a result, what would have been one part per two billion now may be one part per billion. He added it could be as simple as an old lawnmower that was thrown out many years ago with gas remaining in the tank, and now that tank could have rusted through.
Mr. Shanley stated when they transferred landfill money, they moved $400,000 instead of $500,000, and the reason for that was because he wanted to be sure that they had some funds remaining to be able to address any unforeseen occurrences.
He assured the Council this situation is being monitored, and they will spend some time and money investigating this to be sure there isnt anything serious.
Mr. Kazmarski stated they engaged a firm that was independent of the initial study of the landfill and independent of the firm that did the design and actually set up the current test wells in order to avoid any potential conflict with DEP. He noted this firm is talking about putting in a grid of monitoring wells.
Acting Chairman Falk questioned whether the current 100 wells are below the trash. Mr. Kazmarski stated the current wells are below the trash.
Mr. Shanley stated the flow from the landfill is towards the Scantic River. Councilman Giddings questioned if this could adversely effect the Scantic River. Mr. Shanley stated his belief theyve caught this problem very early, and with modern technology they should be able to intercept and filter any flow towards the Scantic River. He emphasized at this point theyre talking about infinitesimal parts per billion.
Councilman Giddings questioned whether this would effect the proposed Mancuso Park in any way, and Mr. Shanley responded he did not see how it would.
Mr. Kazmarski responded they can take remediation measures. He noted the biggest problem is to locate the source. He stated one measure is to install a clay dam which would prevent the migration of anything towards the Scantic River.
Councilman Kaupin questioned how often they check samples from these wells, and Mr. Kazmarski responded every three months. Councilman Kaupin questioned whether they will now check samples more often. Mr. Kazmarski stated they are working with the firm, and they will advise how to do this. He added theyre waiting for some of the snow to clear.
Councilman McGuire questioned how far apart the current wells are, and Mr. Kazmarski responded those wells were installed in 1991 and were installed under DEP guidance.
Councilman Fiore questioned the cost of the new wells, and Mr. Shanley responded they do not know yet. Mr. Kazmarski stated the new technology which installs smaller wells is less costly.
Acting Chairman Falk questioned the cost for the consultant, and Mr. Kazmarski responded they have a proposed price of $43,500 for everything.
MOTION #5125 by Councilman Kaupin, seconded by Councilman Fiore to go into Executive Session to discuss Personnel Matters, Pending Litigation, and Real Estate Negotiations.
Upon a SHOW-OF-HANDS vote being taken, the Chair declared MOTION #5125 adopted 8-0-0, and the meeting stood recessed at 6:55 p.m.
EXECUTIVE SESSION
The Executive Session of the Enfield Town Council was called to order by Acting Chairman Falk at 6:57 p.m.
ROLL-CALL Present were Councilmen Egan, Falk, Fiore, Giddings, Hall, Kaupin, Mangini, and McGuire. Also present were Town Manager, Scott A. Shanley; Assistant Town Manager, Daniel T. Vindigni; Senior Assistant Town Attorney, Maria Stavropoulos; Town Clerk, Suzanne F. Olechnicki.
Personnel Matters, Pending Litigation, and Real Estate Negotiations were discussed with no action or votes being taken.
Acting Chairman Falk adjourned the Executive Session at 7:37 p.m. He reconvened the Special Meeting at 7:38 p.m. and stated that during Executive Session they discussed Personnel Matters, Pending Litigation, and Real Estate Negotiations with no action or votes being taken.
ADJOURNMENT
MOTION #5126 by Councilman Kaupin, seconded by Councilman Egan to adjourn.
Upon a SHOW-OF-HANDS vote being taken, the Chair declared MOTION #5126 adopted 8-0-0, and the meeting stood adjourned at 7:39 p.m.
