MINUTES OF A PUBLIC HEARING
DECEMBER 2, 2002

A Public Hearing was held in the Council Chambers of the Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut on Monday, December 2, 2002.  Chairman Vayda called the Public Hearing to order at 7:20 p.m.

ROLL-CALL - Present were Councilmen Fiore, Mangini, Jones, Tait, Tallarita and Vayda.  Councilmen Egan, Hall and Kaupin entered at 7:21 p.m.  Councilmen Edgar and Strom were absent.  Also present were Town Manager Scott A. Shanley; Assistant Town Manager, Daniel Vindigni; Town Clerk, Suzanne F. Olechnicki

Chairman Vayda read the notice of Public Hearing which was published in the Journal Inquirer on Saturday, November 23, 2002 as follows:

TOWN OF ENFIELD
LEGAL NOTICE
PUBLIC HEARING
MONDAY, DECEMBER 2, 2002

RESOLVED, the Enfield Town Council will hold a Public Hearing in the Enfield Town Hall, Council Chambers, 820 Enfield Street, Enfield, Connecticut on Monday, December 2, 2002 at 7:15 p.m. to allow interested citizens an opportunity to express their opinions regarding the PROPOSED AMENDMENTS TO THE BLIGHT ORDINANCE.

Copies of the proposed changes are available for public inspection in the office of the Town Clerk, 820 Enfield Street, Enfield, Connecticut, Monday through Friday, 9:00 a.m. to 5:00 p.m.

Chairman Vayda then announced the ground rules for the public hearing.

Mr. Shanley stated this is not an attempt to re-open the discussion of the abandoned motor vehicle legislation or the so-called junk ordinance, but rather this is an amendment to insure that the proper references to state statute are included in the ordinance so that there is an enunciation of a clear appeal or hearing process for those who might be charged under this Town ordinance.  He stated this amendment does not change the substance or the intent of the ordinance, but simply insures they're able to take action without going to court.

        Questioned if there's a time frame once the Zoning Enforcement Officer issues a complaint.  Mr. Shanley stated his belief the total elapsed time is 70 days.

Charles Wood, 11 Westerly Drive
        Voiced concern about how this will affect car restoration enthusiasts.

As no others wished to speak, Chairman Vayda closed the Public Hearing at 7:26 p.m.
