NOVEMBER 12, 2002
A meeting of the Enfield Town Council, acting in its official capacity as Water Pollution Control Authority, was called to order by Chairman Vayda in the Town Council Chambers, Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut on Monday, November 12, 2002 at 11:04 p.m.
ROLL-CALL - Present were Commissioners Egan, Hall, Jones, Kaupin, Mangini, Strom, Tallarita, and Vayda. Commissioners Edgar, Fiore and Tait were absent. Also present were Town Manager, Scott A. Shanley; Assistant Town Manager, Daniel Vindigni; Town Clerk, Suzanne F. Olechnicki; Town Attorney, Christopher W. Bromson; Director of Public Works, John Kazmarski, Deputy Director of Public Works, Geoffrey McAlmond; Director of Finance, Gregory R. Simmons.
APPROVAL OF MINUTES
MOTION #6029 by Commissioner Strom, seconded by Commissioner Jones to accept the minutes of the September 3, 2002 meeting.
Upon a SHOW-OF-HANDS vote being taken, the Chair declared MOTION #6029 adopted 8-0-0.
MOTION #6030 by Commissioner Jones, seconded by Commissioner Mangini to waive the reading of the resolution.
Upon a SHOW-OF-HANDS vote being taken, the Chair declared MOTION #6030 adopted 8-0-0.
RESOLUTION #6031 by Commissioner Strom, seconded by Commissioner Tallarita.

Upon a ROLL-CALL vote being taken, the Chair declared RESOLUTION #6031 adopted 8-0-0.
RESOLUTION #6032 by Commissioner Jones, seconded by Commissioner Egan.
BE IT RESOLVED, that Scott Shanley, Town Manager, is hereby authorized to execute and file applications, contracts, and agreements on behalf of the Town of Enfield with the Commissioner of Environmental Protection for state grants pursuant to the provisions of Section 22A-475 through 483 of the Connecticut General Statutes of Connecticut as amended, and to execute on behalf of the Town of Enfield all applications, instruments, contracts, and documents and accept payments and do all other things that may be necessary for state grants.
Project Description: Construction of denitrification improvements at the Enfield Water Pollution Control Plant in order to meet established CT DEP requirement.
Upon a ROLL-CALL vote being taken, the Chair declared RESOLUTION #6032 adopted 8-0-0.

MOTION #6033 by Commissioner Jones, seconded by Commissioner Tallarita to adjourn.
Upon a SHOW-OF-HANDS vote being taken, the Chair declared MOTION #6033 adopted 8-0-0, and the meeting stood adjourned at 11:07 p.m.
