MINUTES OF A PUBLIC HEARING
AUGUST 26, 2002

A Public Hearing was held in the Council Chambers of the Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut on Monday, August 26, 2002.  Chairman Vayda called the Public Hearing to order at 7:07 p.m.

ROLL-CALL - Present were Councilmen Edgar, Fiore, Hall, Kaupin, Mangini, Strom, Tait and Vayda.  Councilman Egan entered at 7:08 p.m. and Councilman Tallarita was absent.  Also present were Town Manager, Scott A. Shanley; Assistant Town Manager, Daniel Vindigni; Town Clerk, Suzanne F. Olechnicki; Town Attorney, Christopher W. Bromson; Deputy Director of Public Works, Geoffrey McAlmond; Director of Finance, Gregory Simmons; Assistant Director of Public Works, Colleen Brand.

Chairman Vayda read the notice of Public Hearing which was published in the Journal Inquirer on Saturday, August 17, 2002 as follows:

TOWN OF ENFIELD
LEGAL NOTICE
PUBLIC HEARING
MONDAY, AUGUST 26, 2002

NOTICE IS HEREBY GIVEN that the ENFIELD TOWN COUNCIL will hold a Public Hearing in the Enfield Town Hall, Council Chambers, 820 Enfield Street, Enfield, Connecticut on Monday, August 26, 2002 at 7:00 p.m. to allow interested citizens an opportunity to express their opinions regarding AMENDING THE FAIR RENT COMMISSION ORDINANCE.

Copies of the proposed amendments are available for public inspection in the office of the Town Clerk, 820 Enfield Street, Enfield, Connecticut, Monday through Friday 9:00 a.m. to 5:00 p.m.

Chairman Vayda then announced the ground rules for the public hearing.

Mr. Shanley explained the Fair Rent Commission ordinance and bylaws were relatively dormant for several years because there was no activity with this Commission for several years.  He stated during the process of reorganizing this Commission and having meetings, they've determined there are a number of practical and functional issues that should be addressed to make this Commission more efficient.  He pointed out the Commission did recently receive three complaints.  He stated a couple of issues that should be addressed have to do with the amount of time they have to do the investigations and the current ordinance requires verbatim minutes, which is very costly and time consuming and unnecessary if they save the tape for a year.  He went on to note the Town Attorney has reviewed this, and the Town Attorney's Office recommends some technical changes to bring the ordinance up to speed with the current statute.  He pointed out the original ordinance dates back to the mid-1970's.

As no one from the public wished to speak, Chairman Vayda closed the Public Hearing at 7:10 p.m.
