WATER POLLUTION CONTROL AUTHORITY
JULY 1, 2002

A meeting of the Enfield Town Council, acting in its official capacity as Water Pollution Control Authority, was called to order by Chair William Vayda in the Town Council Chambers, Enfield Town Hall, 820 Enfield Street, Enfield Connecticut on Monday, July 1, 2002 at 11:25 p.m.

ROLL CALL:  Present were William Vayda, Chair, and Commissioners Edgar, Egan, Falk, Fiore, Hall, Kaupin, Mangini, Strom, Tait and Tallarita.  Also present were Assistant Town Manager Daniel Vindigni, Director of Public Works Jack Kazmarski, and Deputy Director of Public Works Geoffrey McAlmond.

APPROVAL OF MINUTES

MOTION # 6013 was made by Commissioner Strom, seconded by Commissioner Egan, to accept the Minutes of the April 8, 2002 meeting.  

Upon a SHOW OF HANDS vote, the Chair declared MOTION # 6013 approved by a 9 - 0 - 2 vote.  Commissioners Kaupin and Vayda abstained.

MOTION # 6014 was made by Commissioner Kaupin, seconded by Commissioner Tait, to accept the Minutes of the April 15, 2002 meeting.

Upon a SHOW OF HANDS vote, the Chair declared MOTION # 6014 approved by a 10 - 0 - 1 vote.  Commissioner Hall abstained.

DISCUSSION RE: CURRENT GREASE TRAP ORDINANCE AND RESOLUTION SETTING PUBLIC HEARING DATE

MOTION # 6015 was made by Commissioner Falk, seconded by Commissioner Tait, to waive the reading of the Resolution regarding the amended grease trap ordinance.  (A copy of the Resolution is attached to these Minutes.)  

Following a SHOW OF HANDS vote, the Chair declared MOTION #6015 approved by an 11 - 0 - 0 vote.

RESOLUTION # 6016 was moved by Commissioner Tait, seconded by Commissioner Strom, approving the Amended Grease Trap Ordinance.

Commissioner Fiore asked if the Health Director issued a written opinion regarding this ordinance.  Public Works Director Jack Kazmarski previously sent a copy to the Health Director of the action taken by this Authority prior to the moratorium.  He will have that information from the Health Director for the public hearing.

Mr. Kazmarski reported receipt of a fact sheet from the Department of Environmental Protection about their program for fats, oils and grease.  Sometime in the next six months, there will be a requirement from DEP requiring a general permit to be filed with the DEP for all food preparation establishments that generate fats, oils and grease.  They will be required to install grease traps and these will be required to be pumped out once every three months.  All grease trap companies will be required to dispose of the grease by fractionalization tanks.  The grease is broken down, shipped to two locations in Waterbury and New Haven and used for fuel for the incinerator.  Mr. Kazmarski anticipates the DEP will be holding public hearings on this matter within the next six months.  He added this will reinforce the town's ordinance requirements and allow for new technology for the disposal of fats, oils and grease.  The DEP was receptive to the changes the town is considering in their grease trap ordinance.

Mr. Kazmarski stated a Water Pollution Control Authority Meeting is necessary for the Town Council's next meeting due to a restaurant application for a waiver of the normal requirement for the large exterior grease traps.

Following a ROLL CALL vote, RESOLUTION #6016 was approved by an 11 - 0 - 0 vote.

ADJOURNMENT

MOTION #6017 was made by Commissioner Hall, seconded by Commissioner Tallarita, to adjourn.

Upon a SHOW OF HANDS vote, the Chair declared MOTION #6017 approved by an 11 - 0 - 0 vote, and the meeting was adjourned at 11:30 p.m.
