ENFIELD TOWN COUNCIL MINUTES OF A PUBLIC HEARING JUNE 3, 2002
A Public Hearing was held in the Council Chambers of the Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut on Monday, June 3, 2002. Chairman Vayda called the Public Hearing to order at 7:26 p.m.
ROLL-CALL - Present were Councilmen Egan, Falk, Fiore, Hall, Kaupin, Mangini, Strom, Tait, Tallarita, and Vayda. Councilman Edgar was absent. Also present were Town Manager, Scott A. Shanley; Assistant Town Manager, Daniel Vindigni; Town Clerk, Suzanne F. Olechnicki
Chairman Vayda read the notice of Public Hearing which was published in the Journal Inquirer on Friday, May 24, 2002 as follows:
TOWN OF ENFIELD LEGAL NOTICE PUBLIC HEARING MONDAY, JUNE 3, 2002
"Notice is hereby given that the Enfield Town Council will hold a Public Hearing in the Enfield Town Hall, Council Chambers, 820 Enfield Street, Enfield, Connecticut on Monday, June 3, 2002 at 7:15 p.m. to allow interested citizens an opportunity to express their opinions regarding the 2002 Neighborhood Assistance Act Proposals. Please direct any questions to Assistant Town Manager, Daniel Vindigni (860) 253-6351."
Chairman Vayda then announced the ground rules for the public hearing.
Mr. Vindigni stated the Council has a memo which summarizes the applications that have been received. He noted this is an annual process that involves the Town of Enfield and the State of Connecticut. He explained the State requires that the governing body approve applications as a pass through under the Neighborhood Assistance Act Program. He noted non-profit and government agencies are eligible to have programs whereby they can solicit donations from businesses in the State of Connecticut. He stated those businesses are then eligible for a state business tax credit. He noted this reflects revenue at the state level, not any municipal revenue, and there's no revenue loss to the Town of Enfield.
Mr. Vindigni stated the following organizations submitted applications this year:
Hazardville Institute Conservancy Society (three applications) Enfield Little League (lighting for Powder Hollow) Thompsonville Little League (general operating budget support) Save Our Strand (general building fund assistance and operating budget assistance)
Speakers were then invited to come forward.
Hank Blethen, Vice President of the Thompsonville Little League 9 Nevins Avenue
Mr. Blethen expressed his appreciation of the Council's support regarding his application on behalf of the Thompsonville Little League.
Roger Pease, President of the Enfield Little League
Mr. Pease expressed his appreciation for being made aware of this application process.
Gerald Fitzsimmons, Chairman of Save Our Strand, Inc. 34 Walnut Street
Mr. Fitzsimmons informed the Council that the applications within their packet are very similar to applications approved in the past. He noted this will allow Save Our Strand, Inc. to pursue business support for their ongoing projects.
Bill Lee from the Conservancy Society for the Hazardville Institute 6 Stony Brook Road
Mr. Lee displayed two of the technical drawings that are being used to develop the initial plan of which the major portion is the emergency stabilization project. He noted they also have a cross section of the structure, and he will be available to answer any detailed questions after the meeting.
As no others wished to speak, Chairman Vayda closed the Public Hearing at 7:33 p.m.
