ENFIELD TOWN COUNCIL

MINUTES OF A SPECIAL MEETING/BUDGET REVIEW SESSION

WEDNESDAY, MAY 2, 2012

 

The Special Meeting of the Enfield Town Council was called to order by Chairman Kaupin in the Enfield Room of the Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut on Wednesday May 2, 2012 at 6:45 p.m.

 

ROLL-CALL - Present were Councilmen Arnone, Bosco, Crowley, Edgar, Hall, Kaupin, Kienzler, Lee, Nelson and Stokes.  Councilman Mangini was absent  Also present were Town Manager Matthew Coppler, Assistant Town Manager Daniel Vindigni, Director of Finance Lynn Nenni, Town Clerk Suzanne Olechnicki.

 

BUDGET DELIBERATIONS

 

Council discussed the proposed FY 2012-2013 budget.

 

DISCUSSION/RESOLUTION:  8-24 REFERRAL FOR CONSERVATION EASEMENT

 

RESOLUTION #1774 by Councilman Lee, seconded by Councilman Kienzler.

 

WHEREAS,     the Capitol Region Education Council (CREC) is building the Public Safety Academy in the Town of Enfield on a 27 acre parcel located at 1617 King Street; and

 

WHEREAS,     CREC and the Army Corps of Engineers are desirous of preserving the natural, scenic, aesthetic, and special character of certain areas within this location to protect this area as a natural habitat for birds, wildlife, plants and similar ecosystems; and

 

WHEREAS,     at the request of the Army Corps of Engineers, CREC is willing to grant a perpetual conservation easement to the Town of Enfield to effectuate this preservation; and

 

WHEREAS,     prior to the acceptance of this conservation easement the Enfield Town Council must refer said acquisition to the Planning and Zoning Commission for a report in conformance with the requirements of Connecticut General Statutes §8-24.

 

NOW, THEREFORE, BE IT RESOLVED, that the proposed desire by the Enfield Town Council to accept the conservation easement from CREC at the Public Safety Academy High School site, located at 1617 King Street is hereby referred to the Planning and Zoning Commission in conformance with the requirements of Connecticut General Statutes §8-24.

 

Upon a ROLL-CALL vote being taken, the Chair declared RESOLUTION #1774 adopted 10-0-0.

 

Discussion of the proposed 2012-13 budget resumed.

 

ADJOURNMENT

 

MOTION #1775 by Councilman Kienzler seconded by Councilman Stokes to adjourn.

 

Upon a SHOW-OF-HANDS vote being taken, the Chair declared MOTION #1775 adopted

10-0-0 and the meeting stood adjourned at 9:22 p.m.
