ENFIELD TOWN COUNCIL MINUTES OF A SPECIAL MEETING MARCH 7, 2005
A Special Meeting of the Enfield Town Council was called to order by Chairman Tallarita in the Enfield Room, Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut on Monday, March 7, 2005 at 6:34 p.m.
ROLL-CALL - Present were Councilmen Dodd, Edgar, Egan, Kaupin, Mangini, Peruta, Reveruzzi, and Tallarita. Councilman Tait entered at 6:39 p.m., and Councilman Crowley entered the meeting at 6:41 p.m. Councilman Fiore was absent. Also present were Town Manager, Scott Shanley; Assistant Town Manager, Daniel Vindigni; Town Clerk, Suzanne Olechnicki; Town Attorney, Christopher Bromson; Director of Public Works, John Kazmarski.
WORK SESSION: ROAD 2005
Mr. Shanley stated this is an update and how they're preparing for the Spring.
Mr. Kazmarski displayed a map of the Road 2005 plan which includes Sections 1 through 6 for the Road 2005 Plan. He noted Sections 13 and 14 are carryovers from the old Road 2000 Program.
He noted Section 13 is in the lakes area. He explained the Inland/Wetlands Watercourses Commission did not make a decision at their last meeting of March 1st about the possible need for a public hearing on the permit relating to this project. He noted action and discussion was tabled until their March 15th meeting. He went on to note that the design is at a stage where the second public informational meeting could be held in a couple weeks. He stated if the Inland/Wetlands Commission wishes to hold a public hearing on this, the process will be delayed a little. He noted it's possible the Commission will approve it at their April 5th meeting. He stated if that's the case, they would then anticipate incorporating any recommendations or changes that they have as part of the permitting process into the plans. He noted they could then have a meeting with the residents the week of April 11th. He stated the project could then go out to bid the latter part of April or early May.
Mr. Kazmarski stated Section 14 went out to bid, and the bid opening date is March 10th. He noted they will then learn how the bids correlate with the available monies.
He stated there was an information meeting on February 16th regarding Cook, Nonotuck and Massasoit Roads. He noted about 26 residents attended the meeting, and the consensus of the residents was that they should improve the roadways at least to their current width without any one-way traffic circulation. He pointed out it was proposed that Cook Street would have westbound traffic only. He stated sidewalks weren't strongly supported on Cook Street by the residents, however, one non-resident made a very strong case for including sidewalks and that those sidewalks should be improved to ADA standards.
Mr. Kazmarski referred to Cook Street and noted it would have to be determined what they have on that street as concerns the right-of-way. He noted there's the possibility that the right-of-way varies, and it's possible the existing walks on this street may in fact be on private property in some cases. He stated the consensus of the residents present was that if the roadway can't be kept at its current width, the sidewalks should be eliminated.
He stated as soon as the weather permits, they will have data determining what the actual roadway right-of-way width is, the corresponding location of existing roadway, sidewalks and other physical features within the right-of-way. He noted Town Engineer, Jeff Bord, expects to have something back from the surveyor within the next two weeks so that the preliminary storm drainage design can be put on the base mapping.
Councilman Edgar stated Jeff Bord did an excellent job and was well prepared at the informational meeting.
Mr. Kazmarski stated his belief they can have a second meeting with the residents around the first or second week in April with a semi-final design. He noted the completion of design and the start of construction with the on-call contractors will follow after determination is made as to whether or not there are any utility lines and/or property difficulties with the layout.
He stated Section 3 straddles Raffia Road, and Section 4 straddles Weymouth Road in the area of Steele Road. He noted weather conditions hampered staff from going out and doing an actual field observation and assessment of the possibility of doing some of the work on certain streets in these areas with in-house design and on call contractor work, similar to what was done with Section 8 of the Road 2000 Program. He noted Jeff Bord believed certain roads were situated so that the roadways were low enough they wouldn't have to disrupt lawns or driveways because everything would drain to the roadway. He noted Mr. Bord also feels there's a possibility that in some of those areas, the storm drainage system may be adequate. He added there may be the need for an additional set of basins at certain locations. He noted they will pursue this and the videotaping of the storm drainage system to see what condition the pipes are in before a final decision is made.
As concerns the rest of the work for the Road 2005 sections, Mr. Kazmarski noted they had interviews last week with the short list of design firms for the Road 2005 Program. He noted three firms were identified as the most qualified and a request for a formal fee proposal will be going out to each of those firms very shortly. He noted upon completion of the negotiations with the firms, which they expect to be concluded in about four weeks, he will request a separate proposal for the survey aspect of this first.
Mr. Kazmarski stated they had RFQ's out for geotechnical services and construction inspection firms for Road 2005. He noted those interviews will be held later this week. He pointed out they have three firms selected in each category.
Mr. Shanley stated they are trying to let the contracting world know that this is a new program and they're not necessarily staying with the same contractors.
Councilman Peruta questioned whether there are sidewalks in the area of Cook, Nonotuck and Massasoit. Mr. Kazmarski responded yes and noted they vary in width.
Councilman Peruta questioned whether residents are being given a choice as to whether they have sidewalks. Mr. Kazmarski stated they presented a plan that showed sidewalks on the south side of Cook, with sidewalks on both sides of Nonotuck Street. He pointed out Nonotuck has an extremely wide right-of-way. He noted Lt. Boula from the Police Traffic Division made a strong case for one-way traffic going in only off of Route 5. He noted Lt. Boula was of the opinion that cars coming out onto Route 5 sometimes would get waved on by southbound traffic and as a vehicle starts making a turn to head north, the vehicle in the southbound left lane doesn't see the car coming and could possibly T-bone them. He went on to state residents insisted they do not want this area one-way.
Councilman Peruta stated he's a firm believer that neighborhoods should have sidewalks.
Councilman Mangini questioned if they're on target with their schedule for the road projects overall. Mr. Shanley stated the Town is moving along as planned. He added they have to get some legislation passed in order to really have the green light to start spending real money, except in Section 14 which the Council appropriated money for through the CIP. He went on to note they need that legislation in order to proceed with Section 13.
Mr. Kazmarski pointed out Sections 1 through 6 involve a five-year program just like the Road 2000 Program. He noted they will put out as much work as feasible for construction during any one particular season. He pointed out there are certain limitations in some neighborhoods.
Councilman Tait requested a copy of the map for the Council's next package.
Chairman Tallarita suggested the Town's website include a listing of the Road 2005 Program as well as regularly updated information relating to this program.
MOTION #7629 by Councilman Mangini, seconded by Councilman Tait to go into Executive Session to discuss Pending Litigation and Real Estate Negotiations.
Upon a SHOW-OF-HANDS vote being taken, the Chair declared MOTION #7629 adopted 10-0-0, and the meeting stood recessed at 7:01 p.m.

The Executive Session of the Enfield Town Council was called to order by Chairman Tallarita at 7:02 p.m.
ROLL-CALL - Present were Councilmen Crowley, Dodd, Edgar, Egan, Kaupin, Mangini, Peruta, Reveruzzi, Tait and Tallarita. Also present were Town Manager, Scott Shanley; Assistant Town Manager, Daniel Vindigni; Town Clerk, Suzanne Olechnicki; Town Attorney, Christopher Bromson.
Pending Litigation and Real Estate Negotiations were discussed with no action or votes being taken.
Chairman Tallarita adjourned the Executive Session at 7:15 p.m. He reconvened the Special Meeting at 7:16 p.m. and stated during Executive Session Pending Litigation and Real Estate Negotiations were discussed with no action or votes being taken.
ADJOURNMENT
MOTION #7630 by Councilman Mangini, seconded by Councilman Reveruzzi to adjourn.
Upon a SHOW-OF-HANDS vote being taken, the Chair declared MOTION #7630 adopted 10-0-0, and the meeting stood adjourned at 7:17 p.m.
