MINUTES OF A PUBLIC HEARING

OCTOBER 17, 2005

A Public Hearing was called to order by Chairman Tallarita in the Council Chambers of the Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut on Monday, October 17, 2005. The Hearing was called to order at 7:10 p.m.

ROLL-CALL – Present were Councilmen Crowley, Dodd, Edgar, Egan, Fiore, Kaupin, Mangini, Peruta, Reveruzzi, and Tallarita. Councilmen Tait was absent. Also present were Town Manager, Scott Shanley; Assistant Town Manager, Daniel Vindigni; Town Clerk, Suzanne Olechnicki

Chairman Tallarita read the notice of Public Hearing which was published in the Journal Inquirer on Friday, October 7, 2005 as follows:

TOWN OF ENFIELD

LEGAL NOTICE - PUBLIC HEARING

MONDAY, OCTOBER 17, 2005

“Notice is hereby given that the Enfield Town Council will hold a Public Hearing on Monday, October 17, 2005 at 7:10 p.m. in the Town Council Chamber, 820 Enfield Street, Enfield, Connecticut to allow interested citizens an opportunity to express their opinions regarding the tax interest abatement for certain Middle East active duty military for the Grand List of 2003. Copies of the proposed ordinance are available for public inspection in the Office of the Town Clerk, 820 Enfield Street, Enfield, Connecticut on Monday through Friday, 9:00 a.m. to 5:00 p.m.

Chairman Tallarita announced the ground rules for the Public Hearing.

Mr. Shanley explained this ordinance was authorized by the State of Connecticut, and it is for a tax abatement and it’s specifically for interest payments. He noted interest abatement payments can only be done by municipalities if specifically authorized by the State Legislature of the State of Connecticut. He stated this particular abatement is focused on married service people serving in Iraq on a specific date and relates only to the Grand List of 2003. He noted the Town Council has directed staff to write to legislators requesting they work toward expanding the language of this particular state statute to include federalized active duty personnel anywhere that they are serving and to expand the years of eligibility.

Stated his belief this is a good thing and expressed his hope this can be expanded.

Mrs. Collins, the Hazardville Section

Voiced her support of this ordinance.

As no others wished to speak, Chairman Tallarita closed the Public Hearing at 7:18 p.m.
