MINUTES OF A PUBLIC HEARING
OCTOBER 17, 2005
A Public Hearing was called to order by Chairman Tallarita in the Council Chambers of the Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut on Monday, October 17, 2005. The Hearing was called to order at 7:19 p.m.
ROLL-CALL – Present were Councilmen Crowley, Dodd, Edgar, Egan, Fiore, Kaupin, Mangini, Peruta, Reveruzzi, and Tallarita. Councilmen Tait was absent. Also present were Town Manager, Scott Shanley; Assistant Town Manager, Daniel Vindigni; Town Clerk, Suzanne Olechnicki
Chairman Tallarita read the notice of Public Hearing which was published in the Journal Inquirer on Friday, October 7, 2005 as follows:

LEGAL NOTICE - PUBLIC HEARING
MONDAY, OCTOBER 17, 2005
“Notice is hereby given that in accordance with Chapter 103, Section 7-255 of the Connecticut General Statutes, the Enfield Town Council, acting in its capacity as the Enfield Sewer Authority/Water Pollution Control Authority will hold a Public Hearing on Monday, October 17, 2005 at 7:15 p.m. in the Town Council Chamber, 820 Enfield Street, Enfield, Connecticut to hear comments on properties effected by the proposed sewer use charge for the 2005/2006 billing. The rate has been proposed at $2.05 per thousand gallons of waste water treated. Copies of the proposed assessment are on file in the Office of the Town Clerk, 820 Enfield Street, Enfield, Connecticut and are available for public inspection on Monday through Friday, 9:00 a.m. to 5:00 p.m.
Chairman Tallarita announced the ground rules for the Public Hearing.
Mr. Shanley explained this is an annual process that the Water Pollution Control Authority undertakes, and that is to set the sewer use charge. He noted Enfield is only one of two communities in the State of Connecticut whereby the sewers are provided within the tax rate. He stated there is no separate fee for sewer treatment, however, in the case of a tax exempt institution, there is a sewer use charge. He noted this fee formula is the budget divided by the number of gallons treated and this works out to a per thousand gallon charge. He stated the current charge is $2.24 per thousand gallons, and the proposed charge is $2.05 per thousand gallons, which is a reduction of 19 cents per thousand gallons. He noted this charge is driven by the cost of operations and the amount of sewage treated.
As no others wished to speak, Chairman Tallarita closed the Public Hearing at 7:22 p.m.
