MINUTES OF AN ORGANIZATIONAL MEETING
NOVEMBER 14, 2005
The Organizational Meeting of the Enfield Town Council was called to order by Suzanne Olechnicki, Town Clerk, in the Council Chambers of the Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut on Monday, November 14, 2005 at 5:10 p.m.
PRAYER – The Prayer was given by Reverend John Gwozdz of St. Martha’s Church.
PLEDGE OF ALLEGIANCE – The Pledge of Allegiance was led by the Enfield Police Explorers.
OATH OF OFFICE – The Oath of Office was administered by Suzanne Olechnicki, Town Clerk.
ROLL-CALL – Present were Councilmen Patrick Joseph Crowley, Kenneth Hilinski, Scott R. Kaupin, William F. Lee, Cynthia Mangini, Douglas C. Maxellon, Kenneth Robert Nelson, Jr., Brian H. Peruta, William Ragno and Patrick L.Tallarita. Councilman William J. Edgar, Jr. was absent.
Also present were Town Manager, Scott Shanley; Assistant Town Manager, Daniel Vindigni; Town Clerk, Suzanne Olechnicki and Town Attorney, Christopher Bromson.
ELECTION OF MAYOR
NOMINATION #8081 by Councilman Crowley to appoint Patrick Tallarita as Mayor.
Councilman Crowley stated Councilman Tallarita has taken the Council through some difficult times over the past couple years, and he did a great job. He noted Councilman Tallarita’s leadership skills, determination and dependability have benefited Enfield.
MOTION #8082 by Councilman Mangini, seconded by Councilman Crowley to close nominations.
Upon a SHOW-OF-HANDS vote being taken, the Chair declared MOTION #8082 adopted 10-0-0.
Upon a ROLL-CALL vote being taken, the Chair declared Patrick Tallarita appointed as Mayor of Enfield.
Mayor Patrick Tallarita expressed his appreciation for everyone coming to this evening’s meeting. He thanked his fellow Councilmen for the confidence they’ve instilled in him. He congratulated his fellow Councilmen on their election to the Town Council. He also thanked his wife and children for their support.
NOMINATION #8083 by Councilman Mangini to appoint Kenneth Hilinski as Deputy Mayor.
Councilman Mangini stated she has known Kenneth Hilinski for many years, and he has done a very fine job as Chairman of the Enfield Board of Education.
MOTION #8084 by Councilman Kaupin, seconded by Councilman Crowley to close nominations.
Upon a SHOW-OF-HANDS vote being taken, the Chair declared MOTION #8084 adopted 10-0-0.
Upon a ROLL-CALL vote being taken, the Chair declared Kenneth Hilinski appointed as Deputy Mayor of Enfield.
Deputy Mayor Kenneth Hilinski thanked everyone for this honor, and stated he will work hard and cooperatively with everyone on the Town Council.
APPOINTMENT OF TOWN ATTORNEY
RESOLUTION #8085 by Councilman Kaupin, seconded by Councilman Mangini.
BE IT RESOLVED, the Enfield Town Council does hereby appoint Christopher Bromson as Town Attorney for the Town of Enfield for a term which expires
December 31, 2007.
Mayor Tallarita stated Christopher Bromson has served the Town well for the past 16 years. He noted Attorney Bromson’s knowledge and advice has been paramount in moving Enfield forward.
Upon a ROLL-CALL vote being taken, the Chair declared RESOLUTION #8085
adopted 10-0-0.
Mayor Tallarita stated Councilman Edgar was unable to attend this evening’s meeting because his wife had to be taken to the hospital this evening. He requested everyone keep Councilman Edgar and his family in their prayers.
Mayor Tallarita welcomed Attorney General Richard Blumenthal to this evening’s meeting. He stated the Council appreciates Attorney Blumenthal’s dedication to the State of Connecticut and the Town of Enfield.
Mayor Tallarita invited everyone to remain after this evening’s meeting for punch and cookies in the lobby. He reminded everyone the next Council meeting will take place on Monday, November 21st.
Mayor Tallarita adjourned this evening’s meeting at 5:25 p.m. |
