MINUTES OF A PUBLIC HEARING

JANUARY 17, 2006

A Public Hearing was held in the Council Chambers of the Enfield Town Hall, 820 Enfield Street, Enfield, Connecticut on January 17, 2006. The Public Hearing was called to order by Deputy Mayor Kenneth Hilinski at 7:16 p.m.

ROLL-CALL – Present were Councilmen Edgar, Hilinski, Kaupin, Lee, Mangini, Maxellon, Nelson, Peruta and Ragno. Councilmen Crowley and Tallarita were absent. Also present were Acting Town Manager and Town Attorney, Christopher Bromson; Assistant Town Manager, Daniel Vindigni and Town Clerk, Suzanne Olechnicki.

Deputy Mayor Hilinski read the notice of public hearing which was published in the Journal Inquirer on January 7, 2006 as follows:

TOWN OF ENFIELD

LEGAL NOTICE

PUBLIC HEARING

TUESDAY, JANUARY 17, 2006

The Enfield Town Council will hold a Public Hearing in the Enfield Town Hall Council Chambers, 820 Enfield Street, Enfield, Connecticut on Tuesday, January 17, 2006 at 7:15 p.m. to allow interested citizens an opportunity to express their opinions regarding the PROPOSED ORDINANCE ADOPTING AND ENACTING A NEW CODE FOR THE TOWN OF ENFIELD, CONNECTICUT; PROVIDING FOR THE REPEAL OF CERTAIN ORDINANCES NOT INCLUDED THEREIN; PROVIDING A PENALTY FOR THE VIOLATION THEREOF; PROVIDING FOR THE MANNER OF AMENDING SUCH CODE; AND PROVIDING WHEN SUCH CODE AND THE ORDINANCE SHALL BECOME EFFECTIVE.

Deputy Mayor Hilinski announced the ground rules of the Public Hearing and then invited speakers to come forward.

Stated he does not understand the meaning of this and requested clarity.

Ms. Olechnicki explained over the past few years the Town Code was reviewed with the Town Attorney’s Office as well as an attorney from the company they hired to look at the code and re-format it. She noted the company attorney compared the Town Code to the State statutes and brought forward any changes that have taken place over the years so that Enfield’s Town Code would be in compliance with any new laws that would have changed through the Connecticut State statutes. She pointed out there have been no great changes to the Town Code or the laws that govern Enfield, but rather changes relate to a new format which should make it easier for people to use.

Deputy Mayor Hilinski questioned whether there’s a document available vs the old document. Ms. Olechnicki responded yes, that is available.

As no others wished to speak, Deputy Mayor Hilinski closed the Public Hearing at 7:25 p.m.
