MINUTES OF A PUBLIC HEARING
MONDAY, JUNE 5, 2006
A Public Hearing was called to order by Chairman Tallarita in the Cafeteria of the Thomas Alcorn Elementary School, 1010 Enfield Street, Enfield, Connecticut on Monday, June 5, 2006. The Hearing was called to order at 7:56 p.m.
ROLL-CALL – Present were Councilmen Crowley, Edgar, Hilinski, Kaupin, Lee, Mangini, Maxellon, Nelson, Peruta, Ragno, and Tallarita. Also present were Acting Town Manager, Daniel Vindigni; Town Clerk, Suzanne Olechnicki; Town Attorney, Christopher Bromson; Director of Finance, Gregory Simmons; Director of Public Works, John Kazmarski
Chairman Tallarita read the notice of Public Hearing which was published in the Journal Inquirer on Saturday, May 27, 2006 as follows:
TOWN OF ENFIELD
LEGAL NOTICE - PUBLIC HEARING
MONDAY, JUNE 5, 2006
“The Enfield Town Council will hold a Public Hearing at the Thomas Alcorn Elementary School Cafeteria, 1010 Enfield Street, Enfield, Connecticut on Monday, June 5, 2006 at 7:20 p.m. to allow interested citizens an opportunity to express their opinions regarding the 2006 Neighborhood Assistance Act proposal.”
Chairman Tallarita announced the ground rules for the Public Hearing.
Mr. Vindigni stated this is an annual program with no loss of local tax revenue. He noted eligible projects that are approved by the Town Council are submitted to the State Department of Tax Revenue by non-profit organizations. He stated if they are approved by the State Department of Tax Revenue, those non-profit organizations that are fund raising can solicit businesses, and those businesses can get a business tax credit with their donation to the non-profit organization effort. He noted 40+ organizations were sent applications, and one organization has applied – the Hazardville Institute Conservancy. He noted this year their application is to continue with their building improvements, i.e., windows and doors for energy efficiency.

Submitted some photographs to show the progress they’ve made with this building. She explained they will be seeking more funds for window and door improvements.
Chairman Tallarita asked Ms. Pfeifer-Hall if arrangements can be made for the Council to tour the Hazardville Institute so that they can see the progress that has been made on this building. Ms. Pfeifer-Hall responded the Conservancy would be thrilled to provide a tour.
Councilman Kaupin commented on how nice the building looks.

Questioned how much this will cost taxpayers. Mr. Vindigni stated there is no loss of local tax revenue.
