Community Action Agencies provide an average of $2,826 of weatherization and conservation services. Services are federally funded

Operation Fuel

Emergency energy Assistance paid directly to the household heating fuel or utility service company.

People ineligible for state or federal aid and and those who have exhausted all other assistance.

Veterans: Soldiers', Sailors', and Marines' Fund

Funds available to provide limited assistance.

Veterans who are Connecticut residents who served during certain periods.

Matching Payment Plan

Forgiveness of past-due balances.

CL&P or Yankee Gas heating customers who: Apply and qualify for energy assistance toward their CL&P or Yankee Gas bill, and Make and keep a payment arrangement.

Winter Protection Plan

Utility Service cannot be disconnected  to hardship customers for non-payment from November 1 through April 15.

All CL&P customers or Yankee Gas heating customers whose income is at or below 200% of the federal poverty level (FPL), are receiving state income assistance, or are unemployed with up to 300% of the FPL.

NUSTART Program                                    

Payment program for customers who make monthly budget payments. Monthly arrearage credit earned.

Customers at or below 200% FPL whose bills are 60 days delinquent, and agree to pay a monthly budget amount

Weatherization Residential Assistance Partnership       (WRAP)

Weatherization program to reduce energy consumption and learn how to use energy more efficiently.

CL&P customers with income at or below 60% of the state median income, with annual usage at or above 2,000 kWh.

Yankee Gas Attic Insulation Program

Administered by the WRAP Unit. Provides attic insulation to reduce heat cost.

Yankee Gas customers whose main heating source is Yankee Gas, have 3 ½ inches of insulation or less.

Citizen's Energy Program

A one time purchase of oil at 40% off the regular cost up to 200 gallons.

Must also qualify for CEAP, CHAP, or Operation Fuel.
