The New England Chapter of the American Public Works Association recently presented to the Town of Enfield's Department of Public Works, the Outstanding Achievement in Public Works award for 2004. It was presented at the Chapter annual Public Works Week Luncheon in Boston, attended by over 500 people.

 

This regional award, presented to John Kazmarski, Enfield’s Public Works Director, is given to recognize innovation by a Chapter member or organization with an emphasis on “in-house” projects that improve productivity, cut costs and provide a new approach to service delivery. This project was also submitted for national award consideration to the national American Public Works Association.

 

The Town was presented this award based upon the work it had accomplished through its Road 2000 Program. Using the newest approach to infrastructure improvement based upon a comprehensive evaluation of their roadway system, the Town of Enfield was successful in implementing a 5-year $21 Million roadway improvement program.

 

Their ability to successfully undertake this initiative relates directly to the hard work the DPW did in conducting a comprehensive roadway condition assessment which translated to a recommended program of physical improvements and implementation of a systematic capital improvement program. The long range funding program the DPW presented was based on a comprehensive future condition assessment that reflected long term need and asset protection.

 

The program was also supported by an aggressive public education program which resulted in voter approval of the bond by a 2-1 margin. This is an incredible accomplishment given the pressures on local governments across the country to find increased demands for educational and public safety improvements which directly compete with public works initiatives.

 

The public has responded to this program with additional public confidence in town management, which will engender support for future public works efforts in years to come. As a result of this program, numerous towns throughout the state are using this success story to support similar efforts in their communities.

 

The New England Chapter of the American Public Works Association extends its congratulations to the Town of Enfield Department of Public works and its Director for their work to elevate the importance of Public Works efforts in their community.
