GIS Project Manager

RATE OF PAY: $60,000

- KNOWLEDGE, SKILL AND ABILITY: Must have management and project coordination skills; ability to establish and maintain effective working relationships; ability to communicate effectively verbally and in writing. Must have knowledge of Windows NT, TCP/IP OPEN VMS, UCX, Arc View, INTERGRAPH, GEOMEDIA, in a networked environment and stand alone environment. High level programming languages multi-user multi-platform, ANSI SQL & ODBC complaint databases such as Informix, Oracle, etc. preferred.
- EXPERIENCE AND TRAINING: Bachelor's degree with major course work in geographic information systems (GIS), geography, cartography, land planning, computer science or closely related field and 5 years experience or a Master's degree and 3 years experience or any equivalent combination of education and experience.
- HOURS OF WORK: 35 hours per week; 9:00 a.m. to 5:00 p.m.
GENERAL STATEMENT OF DUTIES: Responsible for performing administrative responsibilities related to the management of information and communications systems. Responsible for overseeing diverse GIS related work and managing special projects and individuals assigned to those projects.
SUPERVISION RECEIVED: Works under the direct supervision of the Director of Information Technology.
SUPERVISION EXERCISED: May supervise staff as necessary for special projects.
ESSENTIAL JOB Functions: Regular & punctual attendance; responsible for all GIS related work including: Graphics database construction and maintenance; map design; data digitizing; attribute collection, entry and quality control in a work station environment, installing computer hardware, software and communications systems; administering data base structures; application programming; project analysis and developing processing and documentation standards. In conjunction with the Director of Information Systems and/or designee may develop departmental policies and procedures. Consults with managers to determine priorities of new projects system capacity, equipment acquisitions, and software system requirements. Manages all aspects of projects as assigned by director. Prepares progress reports to inform director of projects status and deviation from goals. Instructs staff from various Town departments regarding GIS system operations and prepares instructional documentation as needed. Provides support for GIS applications, analysis and programming. Constructs and maintains graphic databases and integrates with the Town's computer system. Coordinates GIS activities with Super-Users, keeps GIS Committee apprised of GIS related issues and activities. May supervise professional and technical staff as needed. Evaluates/attends software demonstrations in order to determine if proposed software fully integrates with existing Town systems. Works with outside agencies and GIS users.
OTHER JOB FUNCTIONS: Oversees and performs software updates and maintenance as needed and as assigned. Researches and recommends new hardware, software, communications and programming techniques to enhance performance. Performs related work as required.

While performing the duties of this job, the employee is frequently required to sit and talk or hear, use hands to finger, handle or feel objects, tools or controls and reach with hands and arms. The employee is occasionally required to walk. Hand-eye coordination is necessary for operation of computer and various other office equipment. Employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.

Must be able to concentrate on fine detail with constant interruption, attend to task for 60 or more minutes at a time, remember multiple assignments given over long periods of time and understand the theories behind several related concepts. The noise level in the work environment is usually quiet.
