INVITATION TO BID

IMPROVEMENTS TO ATHLETIC FACILITIES AT

ENRICO FERMI AND ENFIELD HIGH SCHOOLS

February 22, 2007

 

Sealed bids will be received on Site Work and/or General Building Construction (Group A) Contract for the Improvements to Athletic Fields at Enrico Fermi High School, 124 North Maple Street, Enfield, CT. and Enfield High School 1264 Enfield St., Enfield, CT.

 

“The Work” consists of a new synthetic field and track, with lighting and bleachers at Enrico Fermi High School and approximately 22 acres of reconstructing ball fields with irrigation, drainage, a new synthetic field and track, with lighting and bleachers at Enfield High School.  The intent of these projects is to perform the work in two separately contracted and scheduled phases as called for in the Bidding Documents prepared by Milone and MacBroom, Inc., 99 Realty Dr. Cheshire, CT 06410.  Bidding Documents may be examined at the F. W. Dodge Plan Rooms in Rocky Hill, C-Projects website and the Town of Enfield's Public Works Department, Enfield, Connecticut.

 

Copies of the Bidding Documents may be obtained at the office of the Town of Enfield Public Works, 40 Moody Road, Enfield, CT 06082 during the hours of 9:00am to 4:00pm on or after February 22, 2007 after 12:00pm.  A refundable deposit of $50 per set is required and will be returned if the complete set is returned clean and in good condition within ten calendar days from the bid opening.  Deposit check must be made payable to The Town of Enfield.  No partial sets of Documents will be issued. No sets will be mailed without a Fed-Ex over night account provided with receipt of deposit.

 

Bidders are advised that both the DEPARTMENT OF ADMISTRATIVE SERVICES PREQUALIFICATION CERTIFICATE and UPDATE (BID) STATEMENT must accompany the bid proposal for projects estimated to exceed Five Hundred Thousand ($500,000.00) (C.G.S. 4b-91 as amended). Failure to supply them with the bid will result in rejection of the bid.  If you have any questions regarding these requirements, contact the State of CT, DAS, at telephone number 860-713-5280 or visit their web site at www.das.state.ct.us. 

 

Prepare Bid on the Bid Form provided.  Submit eight (8) signed copies of the Bid sealed and delivered to the office of the Director of Finance, Town Hall, 820 Enfield Street, Enfield, CT 06082, on or before 11:00AM, Wednesday March 28, 2007. Bids delivered after that time will not be accepted.  Bids will be opened publicly at that time and read aloud.  The right is reserved to reject any and all bids or to waive defects in same if deemed to be in the best interest of the Town of Enfield.  The name of the project must be clearly marked on the envelope of all sealed bids.  Bids may not be modified or withdrawn for a period of 100 days after the due date for submittal without the written consent of the Owner.

 

A Pre-Bid Conference will be held at 10:00am, Tuesday March 06, 2007 at Dept. Public Works, 40 Moody Rd, Enfield, CT.  Attendance is strongly encouraged at the Pre-Bid Conference in order to assure that all intended bidders receive the addenda. The Town of Enfield will forward the Pre-Bid Conference meeting notes, sign in sheets, plan holder list within the addenda to those contractors or subcontractors who attended the Pre-Bid Conference and/or provided a deposit for plans and specifications.  It will be the responsibility of those contractors who receive addenda to provide all required bid documents to those subcontractors they wish to include and be listed as part of their bid.  Written Request for Information to the Architect/Engineer will be received up until 12:00pm (noon) March 16, 2007 via fax addressed to Milone and MacBroom, Inc. attention: Dave Lavorgna, 203-272-9733. No phones please.

 

A Bid Security of ten percent (10%) of the bid shall be filed with the Bid.  It may be either a certified check, cashier's check or a Bid Bond made payable to the Town of Enfield.  The successful Bidder shall furnish Performance and Labor and Material Payment Bonds, each for 100 percent of the Contract Sum following notice of award.  A certificate of insurance with the Town of Enfield, named as additional insured, must be submitted with the bid package.  AIA Document A101, Standard Form of Agreement will be the agreement document used.

 

Completion of the work within the time allowed is an essential component of the work. The contract will reflect the Town’s rights to supplement the work to ensure timely completion as well as the Town's remedies if the work is not completed on time.  It is the intention that mobilization for Phase One will begin, no earlier than July 2, 2007 and shall be substantially complete as defined in the contract documents no later than September 30 2007; with Phase Two mobilization no earlier than April 1, 2008 and shall be substantially complete as defined in the contract documents no later than August 25, 2008.
