REQUEST FOR QUALIFICATIONS
TRANSPORTATION ENGINEERING SERVICES
December 6, 2004
The Town of Enfield is seeking to engage one or more design firms to provide the required engineering services for the preparation of contract plans and documents for various transportation projects which involve drainage and roadway reconstruction.
The selected Engineering firm may also be required to provide survey services, prepare environmental documents, submit all required permit applications, and provide construction contract administrative services. The design firm(s) will be evaluated and selected based on design and technical competence, the capacity and capability to perform work within time constraints, past record of performance, and knowledge of Town, State and Federal procedures/permitting requirements appropriately weighted in descending order of importance.
The design fee will be negotiated on a lump sum basis.
The fee for any services not specifically included in the initial scope of work, but determined necessary, will be negotiated on a cost plus basis with an upset limit.
Firms responding to this request should be of adequate size and sufficiently staffed to perform the assignment described above, and in a time frame acceptable to the Town.
The selected firm(s) must meet all Town, State and Federal affirmative action and equal employment opportunity practices.
A letter of interest, together with general information on the firm and any proposed subconsultants, detailing the most recent five years of comparable experience only, and resume's of those key personnel that will be involved in the project on a day to day basis should be submitted to the Office of the Director of Finance, Town of Enfield, 820 Enfield Street, Enfield, CT 06082. Five (5) copies of the required information should be provided.
Personnel in responsible charge of any projects will be required to possess and maintain a valid Professional Engineer's License from the State of Connecticut. All submittals should be identified with "Transportation Engineering Services" on the outside of the envelope and must be delivered to the Office of the Director of Finance prior to 11:00 a.m. on Wednesday, December 22, 2004. Responses received after that time will not be considered.
