REQUEST FOR PROPOSALS

DESIGN/BUILD

PEARL STREET LIBRARY EXTERIOR RESTORATION

Sealed proposals for the services named above will be received on a General Contract for Exterior Restoration to Pearl Street Library, Enfield, CT 06082.

“The Work” consists of removal of gutter system and replacement with historic original Yankee of gutter system, including disposal and replacement of the under soffit material, lead abatement of the cornice, egg and dart, facia and/or trim; historic replication of missing or damaged trim/cornice/ egg and dart and restoration of remaining existing detail and trim to near original condition. Removal and replacement of tin roofs on 2 bay areas with all associated flashing with like materials, repairs to existing chimney with like materials, and labor to remove and dispose of existing windows and doors with frames (excluding entry), and labor to prepare openings and install new windows and doors with frames supplied by the Owner.

The proposal documents will be available at the Public Works office located at 40 Moody Road, Enfield, CT 06082; Monday through Friday, starting July 19, 2004 or contact Joanne Larson 860-272-1141.  A mandatory pre-proposal review of the building will be held July 23, 2004 at 2:00pm 159 Pearl Street, Enfield, CT 06082.   Design/Builders who choose not to attend the pre-proposal review, their proposals will not be accepted.

Proposals shall include a Lump Sum for the total Work.

Prepare proposal on the Proposal Form provided.  Submit four (4) signed copies of the Proposal sealed and delivered to Director of Finance, Town of Enfield, 820 Enfield St. Enfield, CT 06082, on or before 11:00AM, Tuesday August 3, 2004.  The right is reserved to reject any and all proposals or to waive defects in same if deemed to be in the best interest of Town of Enfield.  The name of the project must be clearly marked on the envelope of all sealed proposals. Proposals may not be withdrawn for a period of 90 days after the due date for submittal without the written consent of the Owner.

A Bid Security of ten percent (10%) of the proposal shall be filed with the Proposal.  It may be either a bank certified check, bank check or Surety Company bond made payable to Town of Enfield.  The successful proposal shall furnish Performance and Labor and Material Payment Bond, for 100 percent of the Contract Sum following notice of award.  A certificate of insurance with Town of Enfield, named as additional insured, must be submitted with the proposal package.

It is the intention that The Work will begin on or about August 9, 2004 and shall be completed no later than November 01, 2004. In the event The Work is not completed on or before the agreed upon date of November 01, 2004 and time being of the essence, the successful Proposal shall agree to pay liquidated damages as stated in the Standard Instruction to Design/Builder document.
