TOWN OF ENFIELD, CONNECTICUT

INVITATION TO BID

FAMILY RESOURCE CENTER

April 25, 2003

Sealed bids will be received on a General Contract for construction of a new Family Resource Center, Enfield, Connecticut.

“The Work” consists of new construction with attendant mechanical, electrical, and site work for approximately 6,000 sq. ft. single story building; with an add alternate for a two story building including elevator as called for in Bidding Documents prepared by the Architect, Tuthill & Wells Architects, 13 Waterside Court, Avon, Connecticut 06001, (860) 677-0660.

Bids shall include Lump Sum for the total Work.

Bidding Documents may be examined at the F. W. Dodge Plan Rooms in Rocky Hill and Milford Connecticut, at Construction Market Data, Waterbury, Connecticut and at Brown’s Letters, Waterbury, Connecticut.

Copies of the Bidding Documents may be obtained at the office of the Town of Enfield Public Works, 40 Moody Road, Enfield, CT 06082 during the hours of  9:00am to 4:00pm on or after April  28, 2003.  Deposit will be $100. per set, check made payable to The Town of Enfield upon pickup of the set.  No partial sets of Documents will be issued.  No sets will be mailed or over-nighted for any reason. 

A deposit refund will be made only if the documents are returned complete and in good condition within twenty (20) calendar days after the date of award.  Deposits will be forfeited for any sets not returned, in poor condition, or past the twenty (20) calendar day return date.

Prepare proposal on the Bid Form provided.  Submit four (4) signed copies of the Bid sealed and delivered to the office of the Director of Finance, Town Hall, 820 Enfield Street, Enfield, CT 06082, on or before 11:00AM, Tuesday, May 20, 2003.  Bids delivered after that time will not be accepted.  Bids will be opened publicly at that time and read aloud.  The right is reserved to reject any, all or any part of the bids or to waive defects in same if deemed to be in the best interest of the Town of Enfield.  The name of the project must be clearly marked on the outside of the envelope of all sealed bids.

Bids may not be withdrawn for a period of 60 days after the due date for submittal without the written consent of the Owner.

A mandatory Pre-Bid Conference will be held at 10:00 a.m., Tuesday, May 13, 2003, at the Town of Enfield Public Works Complex, 40 Moody Road, Enfield, CT 06082.  All Bidders are required to attend and participate in the conference to be considered for the work. The Town of Enfield will forward the Pre-Bid Conference meeting notes, sign in sheets and addenda to only those contractors or subcontractors who attended the mandatory Pre-Bid Conference.  It will be the responsibility of those contractors that attended the Pre-Bid meeting to provide all required bid documents to those subcontractors they wish to include and list as part of their bid. 

A Bid Security of ten percent (10%) of the total bid shall be submitted with the Bid.  It should be in the form of a Bank Check, a Certified Check, a Cashier's check or a Bid Bond made payable to the Town of Enfield.  The successful Bidder shall furnish Performance and Labor and Material Payment Bonds, each for 100 percent of the Contract Sum following notice of award.  A certificate of insurance with the Town of Enfield, named as additional insured, must be submitted with the bid package.

In the event The Work is not completed on or before the agreed upon date, and time being of the essence, the successful Bidder shall agree to pay liquidated damages as stated in the Bidding Documents.

It is the intention that The Work shall be completed no later than July 31, 2003.

The Owner reserves the right to accept any bid or reject any or all bids and to waive formalities or informalities in the bidding.
