HOW TO OBTAIN REPORT INFORMATION
Report information may be obtained from the Enfield Police Department Record Division located at 293 Elm Street, Enfield, Connecticut in the following manner:

  • The usual wait period for the clearing of reports is five (5) days (excluding weekends and holidays) from the time of the incident. The report may become available earlier but no sooner than 72 hours from the time of the incident.
     
  • Records Division is open Monday through Friday from 8:00 AM to 3:30 PM. A certified copy of the officer's report may be purchased for $1.00 for the first page and $.50 for each additional page.
     
  • If you cannot pick up the report, you may forward a self-addressed-stamped envelope with payment and a certified copy of the report will be mailed to you. If you cannot pick up the report during our business hours, a copy may be requested and left at the front desk.
     
  • Report Information CANNOT be released by telephone under any circumstances, but you may call Records Division at (860) 763-8922 to see if the report is ready to be picked up and what the cost will be. Reports cannot be faxed because the reverse side of each page of the report must be certified.

Adult Day Center

The Adult Day Center is located at 1A Beech Road. It can be reached at 763-7538 or e-mail the Social Services Director. Hours are Monday - Friday 8:00 a.m. - 4:00 p.m. It is a center that provides the frail elderly and physically/mentally challenged adults a place to smile and meet friends, and motivates them to join different activities

Adult Education

Each Spring and Fall, a variety of courses are offered atEnfieldHigh School. These courses include a program for persons over 16 years of age who wish to complete their high school education, and personal interest courses, such as photography, flower arranging and computer applications. Angelo Lamagna Activity Center

Birth Certificates

Birth certificates are available in the Town Clerk's office (e-mail the Town Clerk) in the town where the birth occurred, the town where the mother was residing at the time of the birth, or at the Connecticut State Health Department, Vital Statistics Unit. Blood Pressure Clinic

Held in the Town Hall 4th Monday of every month from 11:30 a.m. to 1:30 p.m. in the Town Hall Council Chambers. Call 253-6396 for more information

Budget -- Town and School

The budget is available at the Enfield Public Libraries and, the Town Manager's office (e-mail the Town Manager) and the Town Clerk's office (e-mail the Town Clerk) in the Town Hall. The Town's fiscal year runs from July 1 through June 30. In December or early January, the Town Council sets the budget calendar for the upcoming year. This calendar lists dates when public input is received, as well as a schedule of budget sessions. All Town Council meetings on the budget are open to the public. The schedule is posted on the bulletin boards outside Council Chambers and Town Clerk's office (e-mail the Town Clerk). The schedule can also be viewed on the Town's web site

Business Registration

In compliance with State Statutes, anyEnfield business that is not incorporated must register with the Town Clerk's office (e-mail the Town Clerk). A trade name certificate must be signed by the principal person or persons, and must be notarized. The filing fee is $5 per document. New businesses should check with the Zoning Enforcement Officer (e-mail Zoning Enforcement Officer) at 253-6368 to avoid future zoning issues. Certificate of Occupancy

A certificate of use and occupancy, sometimes referred to as a "CO", is the final step in executing a building permit. A certificate of occupancy is issued after the final inspection. No new structure may be used, and no addition or building may be occupied, until a "CO" is issued. An application can be found on Enfield's web page. Closing of Schools

You can get information on school closing and delays by calling the Enfield snow line at 253-5170 or by using the Connecticut Weather Center's web site address at www.ctweather.com. Direction: Scroll down the menu on the left to "e-notification", select "e-notifications" and then select "schools". From there complete the registration process by submitting your e-mail address. Within 72 hours you will receive a confirmation request. Reply to the request by selecting the link, and follow the directions to access your account by selecting Enfield in the pull-down menu

Community Development Office

The Community Development Office administers the Town of Enfield Small Cities Community Development Block Grant (CDBG) program. This program offers low interest loans for housing and commercial rehabilitation projects that impact primarily low to moderate income residents. Enfield's Child Day Care is based on child's development of social, emotional, physical and cognitive skills. Dial-a-Ride

Dial-a-Ride provides transportation toEnfield residents over the age of 60 and/or permanently disabled to a variety of destinations within town, and through volunteers, to out-of-town medical appointments. Wheelchair transportation is available. Hours are8:00 a.m. - 4:00 p.m, Monday through Friday. There is an annual membership cost of $80. Dog Licenses

The law requires owners to license their dog during the month of June. Licenses are required for all dogs over 6 months old. Dogs can be registered throughout the year. Proof of a valid rabies shot must be shown at the time of licensing. With proof of spaying or neutering, a license will cost $8 - a license for an unaltered dog will cost $19. Fuel Assistance

The CT Energy Assistance Program qualifies people for limited financial assistance, and is available to residents in need of emergency fuel deliveries, or to prevent utilities from being shut off. Free repairs on small gas-powered items, such as lawnmowers, snow blowers, weed whackers, etc., for Enfield seniors age 65 or over, offered by Connecticut Correctional Institution. Call 763-7376

Gun & Pistol Permits

Following are the requirements to obtain a Temporary State Pistol Permit:

  • You must complete an NRA-Certified Firearms Safety Course (which includes live fire) conducted by an NRA-Certified Instructor within one (1) year of submitting a pistol permit application
  • Bring your original NRA Certificate and two (2) forms of identification to the Enfield Police Records Division @ 293 Elm Street, between the hours of 8 AM - 3:30 PM, Monday - Friday, where you will complete the application
  • Bring three (3) SEPARATE Personal Checks or Money Orders or Bank Checks made payable to:

    $70 -- 'Town of Enfield' (Temporary State Permit Fee)
    $50 -- 'Treasurer, State of CT' (State Background Fee)
    $16.50 -- 'Treasurer, State of CT' (FBI Background Fee)
  • Approximately eight (8) weeks from the date of application, you will be issued a Temporary State Pistol Permit which is valid for 60 days. You will then go to the Department of Public Safety, 1111 Country Club Road, Middletown, to obtain your five (5) year pistol permit

Homeowner's Property Tax Exemption

Licenses

Sporting licenses (fishing, hunting, and trapping), as well as marriage licenses and dog licenses, are available at the Town Clerk's office (e-mail the Town Clerk). Hunters must show hunter safety certification or a previous (within 5 years) resident hunting license. Children under 16 do not need a fishing license. A Junior Hunting license is $15 and a hunter's safety certification must be shown.

Sporting licenses are good for the calendar year. Available in December for a special holiday gift for the sportsperson in your family!

Free fishing licenses are available for blind and/or mentally challenged persons. Proof of disability is required from any person licensed to practice medicine in this state. Free Handicap licenses are available for those who qualify.

Over 65 Licenses - to qualify for this free license, one must have reached the age of 65, and have been a resident of the State for not less than one year. You must reapply every year.

Loaves & Fishes

Offer free meals to families in need. Donations of food always welcome. Meals served Monday to Friday 4:00 p.m. - 5:00 p.m, and Saturday 11:00 a.m. to 12:30 p.m Call 741-0226 for information

Marriage Licenses

Meals-on-Wheels

Medical Equipment Loan Closet

Wheelchairs, commodes, bath transfer benches, walkers and other medical equipment are available on loan, up to eight weeks, to anyEnfield resident over the age of 60. Call the Senior Center at 763-7425

Mill Rate

The property tax rate is determined by dividing the total budget of the Town by the Net Taxable Grand List that is produced by the Town Assessor. The Net Taxable Grand List is a listing of all of the taxable Real Estate, Motor Vehicles, and Personal Property in the Town as of the assessment date of October 1. A tax rate of one mil produces $1 of taxes on each $1,000 of property assessment

Parking Bans

When the Town of Enfield issues a parking ban, there will be no on-street parking. Any cars found parked on the streets during the parking ban will be towed. During inclement weather, listen to these stations for parking ban updates: WDRC, WTIC, WCCC, WMAS, WVIT.

Precious Metals and Stones Permits

Following are the requirements to obtain a Precious Metals and Stones Permit:

  • Required to buy and/or sell precious metals and stones. Each person buying and/or selling must have a permit. This permit expires one (1) year from the date of issue and is valid only in the Town of Enfield.
  • Bring one (1) form of identification (preferably driver's license) to the Enfield Police Records Division @ 293 Elm Street, between the hours of 8 AM - 3:30 PM, Monday - Friday, where you will complete the application.
  • Bring three (3) SEPARATE Personal Checks or Money Orders or Bank Checks made payable to:
    • $10 - "Town of Enfield" (New/Renewal Permit Fee)
    • $50 - "Treasurer State of CT" (State Background Fee)
    • $16.50 - "Treasurer State of CT" (FBI/Federal Background Fee)

Approximately eight (8) weeks from the date of application, you will be issued a Precious Metals and Stones Permit which is valid for one (1) year only in the Town of Enfield

Property Taxes

Property taxes are based on the value of your property. For information on the assessed value of property, call 253-6339. For information on tax bills, call 253-6340. These are very busy offices; if no one is available to answer your call, please leave a message in voice mail, and your call will be returned. Taxes are due and payable in July, and January to cover the second half of the real estate bills and the supplemental motor vehicle bills

Recycling

Curbside service is free to all residents inEnfield. Glass and metal food and beverage containers, newspapers, magazines, corrugated cardboard, and plastics are recyclable. Your bin should be at the curb by 7:00 a.m on the same day your garbage is collected. You may drop off waste motor oil, storage batteries (car and marine) on the 3rd Saturday of the month (providing there is no holiday that week) at DPW Complex. Renter's Rebate Program

Qualified applicants must be over 65 or 100% disabled, and rent a home inEnfield. The program runs from May 15th to September 15th. For information, call Neighborhood Services at 253-6396 or e-mail the Social Services Director.

Rubbish and Recycling Pick-up (see also Trash Collection)

The Town does provide both rubbish pick-up and recycling services. Residents may also purchase a sticker for their vehicle, and visit the Transfer Station as necessary. For additional information, please call 763-7520

The Town places sand barrels at several sites for residents use during the winter months. This sand is not for use by commercial plowing services.( Residential Sand Barrel Locations )

Senior Center

the Senior Center is located at 299 Elm Street. Different activities are planned daily. For information feel free to call 763-7425. Arts and crafts classes, book discussions, ceramics, scrapbooking, bowling, exercises, dancing and tennis are offered. Feel free to call or stop by. Senior Lunch

Lunch is served Monday - Friday atnoon at the Senior Center at 299 Elm Street. A hot, full course meal is prepared. You can stop at the Senior Center or call for a menu. The suggested donation is $1.50 and you must be 60 or older. For more information or reservation call 763-7425 (please call bynoon the day before for reservations)

Senior Passes for State Parks

If you are over the age of 65, and send proof of age (driver's license or birth certificate) to: Department of Environmental Protection - State Parks Division - Charter Oak Pass - 79 Elm Street- Hartford, CT 06106, you will receive free entrance into all state parks

Tag Sales

For a single family tag sale, for one day, no permission is needed from the Town. If you are holding a multiple family tag sale, which could cause traffic problems, please notify the police

Elderly (over 65) - Please refer to the Homeowner's Property Tax Exemption area for more information about this very helpful exemption.

Veterans of a War Period - Property Tax Exemption

Veterans of a War Period may apply for a property tax exemption by first filing the original or a certified copy of their honorable discharge papers, usually a copy of their DD214, with the Town Clerk. Next they should apply with the Assessor for an exemption. Veterans or Servicemen with a disability rating of 10 percent or more from the Veteran's Administration also qualify. They must file as listed above and bring to the Assessor annual proof of disability. An additional exemption may be available depending on the veteran's annual income.

Active Military Duty Motor Vehicle Tax Exemption

Military persons on active duty, who are stationed outside the State of Connecticut and have their vehicle garaged out-of-state on the Assessment Date of October 1, may file for exemption not later than the thirty-first day of December next following the date the property tax is due. Please refer to the Active Duty Military - One Motor Vehicle in the Forms Section of the Town of Enfield Web Page. The assessor may require you to submit information verifying a motor vehicle lease if you are leasing the vehicle rather than owning it. Failure to file by the deadline constitutes a waiver of the right to claim the property tax exemption.

Property of Totally Disabled Persons - Exemption

Property to the amount of one thousand dollars belonging to any resident of this state who is eligible to receive permanent total disability benefits under Social Security or any federal, state or local government retirement or disability plan can be exempted upon application to the Assessor. Please bring your Award Certificate or the previous year's TPQY to the Assessor when you apply. There is also an income based local exemption that may double this exemption for lower income persons.

Qualified Disabled Persons may also be eligible for the Homeowner Program. Please refer to the Homeowner's Property Tax Exemption area for more information about this very helpful exemption.

Blind Person - Exemption

Property up to three thousand dollars of persons who are legally blind can be exempted. Proof of blindness must be brought to the Assessor when applying for this exemption. There is also an income based local exemption available.

Ambulatory Motor Vehicle

A local ordinance will exempt an ambulatory type motor vehicle from taxation. An ambulance-type motor vehicle which is used exclusively as primary transportation and for transporting a medically incapacitated individual for no payment may be exempted. Proof must be shown annually to the Assessor. An initial inspection and application are required.

Tax Help

From February to April, IRS trained AARP volunteers complete Federal and State income tax returns at no charge for seniors age 60 or over. Call 763-7425 for an appointment

Transfer Station

The Town of Enfield Transfer Station is for bulk and yard waste, and is located atTown Farm Road. Residents can apply for a transfer station permit at the Transfer Station if they are using their own vehicle. Proof of residency is necessary. List of fees. Hours of operation are:

Trash Collection

The Town of Enfield provides trash collection once a week on the same day. If collections are not made because of a holiday, the pick-up will be on the next day, and the rest of the pick-up days will be one day later than usual. Trash must be ready for pick-up no later than 7:00 a.m. Trash must be placed in a grey tipper barrel

The Enfield Volunteer Fire Department has four different volunteer forces, one at each of their stations. The department operates out of four fire stations. Voter Registration

Voter registration cards are available at the Library, Town Hall, or the Motor Vehicle Department. This card can be mailed in or dropped off at the Registrar of Voters or the Town Clerk's offices . Special Saturday and evening sessions, prior to registration cut-off dates before elections, are held by the Registrar. Zoning Board of Appeals

The Zoning Board of Appeals hears petitions for variances from the Town of Enfield Zoning Regulations as well as appeals from any decision of the Zoning Enforcement Officer. The ZBA meets on the last Monday of each month at 7:00 p.m at the Town Hall. For a list of Commissioners, or for information regarding applications, call 253-6355

Zoning Enforcement

The Zoning Enforcement Officer reviews all building permits for compliance with the zoning requirements. Permits are needed for every type of construction - from the smallest shed to the largest industrial building. The ZEO also investigates potential zoning violations.
